This position is located in the Division of Quality Management, Whiteriver Service Unit (WRSU), Whiteriver, Arizona. This position will serve as the Chief of Environmental Health and Safety of the Whiteriver Indian Hospital and its Satellite Clinic located in Cibecue, Arizona. The Service Unit also operated general public health and dental programs. The WRSU is accredited by The Joint Commissions (TJC) as a critical access hospital.

Duties

Responsible for planning, implementing, evaluating and managing a comprehensive environmental health and safety program, designed to furnish quality health care to patients and to protect health care providers, staff, and visitors from harm. Provides oversight to the planning and implementing of the Security Management Program. Coordinates management support to improve daily operations within the WRSU Security Department. Reviews incident and security reports, conducts incident investigations, and recommends preventive measures to reduce reoccurrence. Serves as a technical consultant to the professional medical, dental and allied health staff on matters pertaining to institutional environmental health, occupational health and safety, and laboratory safety. Utilizes federal, state, and local health regulations and TJC standards. Consults with Service Unit administration, IHS Area Office consultants, department heads, committees, etc., to investigate and identify conditions, and abatement controls for toxicological, biological or physical hazards to patients, staff or visitors. Conducts surveillance to ensure that the staff and the facilities comply with all applicable local, state, and federal regulations. Serves as the primary OSHA contact and implements OSHA guidelines and standards. Substitute's environmental health for environmental control in respect to water supply quality and waste water quality. Coordinates with the National Institute of Health (NIH) Nuclear Regulatory Commission (NRC) licensed radiation safety officer in the federal compliance program for research related radio-isotopes management and disposal. Provides direct supervision for the Safety and Occupational Health and Security Programs to include the following at 25% of the time.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-0018-13:Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; and Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Certification (Preferred): Registration, certification or licensure from a nationally recognized or other appropriate credentialing body as a Certified Healthcare Safety Professional; Certified Industrial Hygienist; or Registered Environmental Health/Registered Sanitarian is highly desirable. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
