This position is located in the U.S. Department of Agriculture (USDA), The Office of Customer Experience (OCX) which is established in the Office of Assistant Secretary for Administration (ASA). OCX's mission is to improve USDA's customer experience delivery across the Department through deep customer understanding and building employee engagement and empowerment.

Duties

Serves as a senior advisor to the OCX leadership on policy and program matters relating to CX and Human Centered Design issues relating to OCX and CX offices across USDA. Serves as executive liaison to OCX’s major project teams, while working with OCX senior leadership to drive project success from strategy to execution. Supports the Chief Customer Experience Officer (CXO) to build and lead USDA wide initiatives, including sensitive issues with significant policy implications. Provides oversight on assigned strategic business initiatives from ideation to implementation. Ensures that the CX leadership is prepared for meetings, speeches, interviews, and other engagements. Serves as a project manager and gatekeeper for OCX projects and ensures that progress for projects effectively meeting the needs of OCX leadership, departmental officials, political appointees, and USDA policy makers. Provides OCX leadership with recommendations and consultation to improve teamwork and collaborations with OCX staffs and partners. Provides support and oversight for special projects and initiatives. Coordinates and communicates outside of OCX on behalf the Chief/Deputy Chief Customer Experience Officer and maintain contacts, set up meetings, facilitate dialog, and ensures timely communications with USDA agency officials and stakeholders. Supervises some OCX management staff and/or other OCX staff.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Program Manager (Chief of Staff). For this position, the specialized experience is experience leading and managing agency-wide initiatives; providing advice and guidance at an executive level; employing human-centered-design concepts; leading a human-centered design project or team; supervising a staff of subordinates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
