The Supervisory Environmental Care Specialist is located in the Environmental Management Service (EMS) of the Lake City VA Medical Center. The incumbent is responsible for all Environment of Care (EOC) rounds both internal and external documenting deficiencies, corrections, tracks and reports findings. Employee conducts time studies at all locations for process improvement.

Duties

Major duties include, but are not limited to: Performing technical, administrative, or professional work involving managing and administering EMS operations and safety of the North Florida/South Georgia Veterans Health Service (NF/SGVHS) that includes support to all the Outpatient Clinics (OPCs) and Community Based Outpatient Clinics (CBOCs). Developing, coordinating, directing, and managing a hospital EOC Program. Emphasizing maintenance of environmental sanitation within acceptable bacteriological levels, as well as visual cleanliness. Planning, coordinating, and supervising all Environmental Management functions such as environmental sanitation; linen distribution, waste management and bed management system (health aides). Recommending equipment needs by analyzing function to determine the type and amount of equipment needed to efficiently and effectively complete each assigned task. Evaluating supplies to identify products that best perform and meet all EPA and VHA requirements. Acting as the EMS representative to conduct quality control inspections for the EOC rounds both internal and external. Documenting all EMS deficiencies/corrections into the Performance Logic System. Assigning the deficiencies to the EMS General Foreman/EMS Offsite Deputy Chief to be corrected. Performing time and motion studies on all EMS processes. Clocking, documenting, and evaluating step processes to improve effectiveness and expedience. Directly supervises 19 WS-2 Housekeeping Aide Supervisors. Indirectly supervises 331 employees to include WG-2/3 Housekeeping Aides, WL-2/3 Work Leaders, WG-2/3 Linen workers, WG-5 Seamstress, GS-3 Health Aides. Supervisory locations include Gainesville, Lake City, and the three OPCs. Performing the administrative and personnel management functions relative to staff supervised. Establishing guidelines and performance expectations for staff, which are clearly communicated through the formal Employee Performance Management System. Providing informal feedback and periodically evaluating employees' performance; resolving informal complaints and grievances, developing work improvement plans and recommending personnel actions as necessary. Conducting disciplinary measures as appropriate to the authority delegated in this area. As the Contracting Officer Representative (COR): developing contract specifications, evaluating technical proposals for solicitations to determine competitive range, certifying work is completed in accordance with state, local, and Federal regulations and contract terms, conditions and specifications. Designated alternate for EMS on the Green Environmental Management System (GEMS) Committee, the Infection Control Committee, the Constructions Committee, Emergency Management Committee, and the Environment of Care Committee (EOC). Acting Deputy Chief when the need arises. Work Schedule: Monday - Friday; 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Inspecting exam rooms; corridors; stairways; laboratories and all administrative areas for cleanliness and conducts quality insurance inspections, advising supervisors of deficiencies and ensuring that they are corrected through follow-up inspections, acting as Contracting Officers Representative (COR) liaison, responsibility for administrative functions to include preparation of reports and answering correspondence from other services, extensive working knowledge of the legislation regulations; and methods used in contracting; and knowledge of business and industry practices; sources of supply; cost factors; and requirements, and communicating with supervisors daily to discuss operational needs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Physical Requirements: The work can be physical at times, requiring the incumbent to make daily rounds evaluating daily operations to ensure program objectives are being met. Walking, standing, climbing, and lifting items up to 75 lbs. such as equipment, cleaning supplies, trash, linens, and furniture. Position also requires driving or traveling by motor vehicles.
