This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Duties

Knowledge of the principals and methods for developing an integrated acquisition management plan that describes the business, technical and support strategies, and the relationship between the acquisition phase, work efforts and key program events. Writes in a clear, concise, organized, and convincing manner for the intended audience by expressing information to individuals or groups effectively, considering the nature of the information. Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism. Knowledge of the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits. Using software to determine patterns within data; skill in applying probability sampling methods; and expressing variables in equation form.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
  • This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 25 percent of the time.
  • The position requires the incumbent to obtain Acquisition certification in the Business-Cost Estimating Functional area at the Practitioner Functional Tier within 60 months of entry into this position.

Qualifications

Basic Requirement: To qualify for this position, you must meet the following basic requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement, qualified applicants must possess: Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required. Specialized experience at the GS-09 level is defined as experience interpreting data, facts, and procedures using mathematical or statistical methods. For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required. Specialized experience at the GS-11 level is defined as experience interpreting data, facts, and procedures using mathematical or statistical methods; and applying mathematical or statistical methods or models to plan, coordinate, and execute studies. For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required. Specialized experience at the GS-12 level is defined as experience interpreting data, facts, and procedures using mathematical or statistical methods; applying mathematical or statistical methods or models to plan, coordinate, and execute studies; and utilizing operations research analysis theories, techniques, methodologies to develop cost estimates. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

There is no substitution of education for specialized experience at the GS-12 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
