This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Serves as the liaison between administration, clinical staff, and technical staff regarding the clinical, business, technical operations management processes associated with each specific quality assurance and management program.
Recommends laboratory and section procedures and policy changes as appropriate.
Ensures compliance with local and national policies and procedures, and federal agency regulations for the Quality Management program.
Facilitates planning and implementation new Quality Management procedures and policies for Pathology and Laboratory Medicine Service.
Reports and resolves clinical, operational, technical issues through approved channels.
Assesses and monitors clinical workflow and outcomes pre- and post-implementation.
Establishes baseline measures (data collection, analysis, reporting) through standardized methodologies pre- and post-implementation.
Submits reports as requested.
Actively participates in the local quality assurance program.
Responds to all national accreditation agencies, VA Regional Commissioner, National and VISN inquiries, surveys, and questionnaires as requested.
Communicates effectively and diplomatically with staff and patients in all situations. Skill in training staff in areas of expertise, to include hands-on demonstration and competency assessment.
Serves as an expert providing authoritative advice and consultation for more difficult, complex, or unique tests requiring special knowledge.
Provides effective and professional training to new staff members on theoretical and practical aspects of procedures in use providing demonstration of laboratory practices.
Consults with newer staff regarding abnormal or unusual results and advises on course of action.
Serves as the Administrator for Media Lab: the Quality Management Platform used in the Laboratory.
Performs testing procedures on a variety of biological specimens and/or environmental samples using manual and automated techniques. Duties require competency in the areas of Hematology, Chemistry, Special Chemistry, Coagulation, Urinalysis, and Microbiology.
Completes testing to provide relevant clinical information to physicians crucial to patient care. The work involves various duties concerned with test performance, identification and correction of errors, evaluation/interpretation of test results, correlation of data, and validation/verification of results.
Serves as a multi-modality Medical Technologist at the SVAMC, providing coverage in all clinical disciplines including Hematology, Chemistry, Urinalysis, Coagulation, Molecular, and Microbiology. Incumbent is required to cover rotational call shifts as assigned to provide 24-hour, 7 day a week clinical laboratory service. On-call responsibilities cover non-administrative times, including weekday nights and 24 hours per day on weekends and holidays, as the sole Medical Technologist onsite.
Independently plans and carries out the procedures necessary to complete the work assignment and handles problems and corrects errors in accordance with established protocols or accepted laboratory practices.
Works independently; supervision is mainly advisory in nature.
Responsible for informing the Laboratory Manager and/or Lab Director, P&LMS of major problems and decisions in these areas.
Receives assignments of a general nature from the Laboratory Manager. Subsequent findings and recommendations are used by the Laboratory Manager as the basis for his/her subsequent decision-making. Much of the incumbent's responsibilities are self-initiated, such as identifying and correcting problems, and identifying ways of improving the efficiency of the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MTs must be proficient in both spoken & written English in accordance with chapter 2, section D, paragraph 5a, this part.
Education/Experience Combination: Applicants must meet one of the following education/experience combinations:
A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.).
AND
Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree.
OR
A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics,
AND
Two (2) years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.
OR
A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics,
AND
Five (5) years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory
OR
Foreign Graduates: Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. This finding may be based on either of the following:
(1) A letter from a college or university with a baccalaureate program recognized by the NAACLS stating that the individual's foreign degree has been evaluated and been found to be equivalent to its Bachelor of Medical Technology degree.
(2) A letter from ASCP-BOC or AMT stating that the individual is eligible for the certification examination.
GS-11 Grade Determinations: The following criteria must be met when determining the grade of candidates:
Experience: Must have one (1) year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled;
A MT at this level carries out the day-to-day operations in the laboratory. This would include routine testing, quality control, routine maintenance of instrumentation and troubleshooting. The MT develops, performs, evaluates, interprets, correlates and validates the accuracy of laboratory procedures and results ensuring all laboratory regulatory requirements are met. Testing procedures are performed on a variety of biological specimens and/or environmental samples using manual or automated techniques, following practices and regulations governing biosafety and biosecurity in the workplace. These require a broad exercise of independent judgment and responsibility, including organizing and setting priorities with minimal technical supervision. The work performed is in a variety of laboratory disciplines, such as chemistry, microbiology, immunology, hematology, and immunohematology. Such positions include requirements to monitor quality control systems and measures; collaborate in the diagnosis and treatment of patients; and provide education for laboratory healthcare professionals and the public in a professional, courteous and effective manner.

Education: Must have three (3) full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field.
GS 11 Knowledge, Skills, and Abilities (KSAs): In addition to the education/experience requirements listed above, the candidate must also demonstrate the following knowledge, skills, and abilities.
Advanced knowledge of the concepts, principles and practices of medical technology sufficient to perform the full range of duties involved in planning, coordinating and evaluating laboratory services.
Knowledge of quality management standards.
Knowledge of accrediting agencies and regulatory requirements pertaining to laboratory operations.
Comprehensive knowledge of statistical evaluation and analysis.
Knowledge of laboratory operations and relationships to the organization.
Comprehensive knowledge of laboratory quality control/assurance policies, procedures and principles, as well as safety practices and regulations.

The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is GS-11.
Physical Requirements: Must be able to perform moderate lifting up to 20 lbs, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
