Provides the health care system in sustaining national and regional support to the Comprehensive Emergency Management Program. Assists the EMS and VISN in the coordination and administration of duties to support the EMS roles under the VA's national level partners, Department of Defense (DoD), Department of Health and Human Services (HHS) and Department of Homeland Security (DHS) as well as federal, state and local agencies in the public and private sector.

Duties

Assist in the development and implementation of Emergency Management protocols and methods in the operations activities ensuring that training and operation requirements are fully integrated, coordinated and in compliance with legal and regulatory requirements. Contribute in the implementation of guidelines that impact day to day operations, activities and functions. Work with the VAMC EMS, VISN EMS, and VHA OEM, federal, state, and local partners to coordinate and collaborate on planning and responses. Prepare draft reports and budgets for all programs to ensure objectives are aligned and support VAMC and VHA strategic plans and goals. Engage in the review of plans and provides input to the EM manager of Federal, State, local governments, hospital coalitions and consortiums. Analyze and provide recommendations to improve quality to the EM manager in order to provide a quality program. Review, analyze and coordinate the implementation and evaluation of exercises to test and critique plans and programs. Assist during exercise scenarios using Homeland Security Exercise and Evaluation Program principles and serves as a facility evaluator. Assist the EM manager and community partners to perform hazard vulnerability analysis (HVA). Provide input in the revision of policies, procedures, mission objectives and/or organizational design for mission accomplishment of complex and evolving issues and functions, including the development of appropriate national guidance and procedures as it relates to CEMP, Environment of Care (EOC), and COOP activities for VHA. Assist with the development and implementation of a variety of guidelines and structures for operations. Provide support to the EM manager in the implementation of quality improvements to enhance operations and planning activities. Assist the EM manager in maintenance of VAMC emergency operations plans in support of requirements and mandates. Provide advice and guidance to leadership and other program managers on all aspects of EM. Provide customer service to medical center employees and vulnerable patient/Veteran accountability efforts before, during and after an emergency. Provide data on employee and patient/Veteran accountability to the facilities Incident Command Center and VISN timely. Establish and maintain relationships with the stakeholders, and/or community in order to communicate and disseminate program information with results in an understanding of the agency's mission and activities. Assist in the tracking of contingency supplies and equipment, maintenance of databases and resource requirements to meet objectives and provide support. Serve as secondary responsible party for planning, operations, and logistics. When assigned, manages and coordinates the procurement, mobilization, utilization and demobilization of resources and assets. Has working knowledge of technical requirements, wrap around services, and training needs to deploy resources to alternate care sites including critical communication assets to ensure interoperability with local, state and national agencies. Provide status reports on availability of resources to VISN and VHA OEM. Assistant to the EM manager assigned the responsibility to coordinate as the VAMCs Alternate Disaster Emergency Personnel System (DEMPS) program. Assist in the identification, training and recruitment of qualified volunteers with specific skills for supporting national requirements. Assist the First Receiver Decontamination Unit Leader in organizing and coordinating all areas related to the Decontamination Response Team. Maintain an inventory of Powered Air Purifying Respirators (PAPR) and other decontamination equipment; coordinates with the Industrial Hygienist on annual PAPR functional checks; and provides training to the Decontamination team. Provide and maintain equipment associated with decontamination sustainment. Provide support for the Hospital Incident Command System (HICS) for drills, exercises and planned events. Ensure supplies, communication requirements and OI&T support are deployed and operational when the HCC is activated in response to exercises or a real event. Responsible for reconstituting all the HCC supplies and equipment after the HCC is demobilized and implements suggestions and recommendations from training. Work Schedule: Monday-Friday 8:00 am - 4:30 pm Telework: Ad-Hoc. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develop, implement, sustain, and maintain policies and guidance; provide professional and technical expertise regarding the development and implementation of the Comprehensive Emergency Management Program (CEMP) to upper management; plans, organizes, implements, oversees and provides technical assistance for projects related to the emergency management programs; reviews documents for concurrence and/or signature by Emergency Management Specialist (EMS); recruits, evaluates, identifies, and trains specifically qualified volunteers to support national task orders; establishes and maintains relationships with the stakeholders, and/or community in order to communicate and disseminate program information with results in an understanding of the agency's mission and activities; OR, Education: May substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR, 3 full years of progressively higher level graduate education leading to such a degree OR, a related LL.M. Combination: May combine education & experience to meet the total qualification requirements. Must have at least 2 full years in excess of graduate level education combined w/ experience. The total percentages of graduate level education & experience must equal at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending and stooping. May include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MRE's), and field kitchens). During emergency situations the incumbent may be required to remain available 24 hours per day, seven days per week for multiple weeks. Subject to work under emergency notification and contact procedures. EMS will be provided and must carry a government provided mobile communication device.
