This position is located in the Department of Homeland Security, United States Coast Guard, Surface Forces Logistics Center, Contracting and Procurement Division, Baltimore, MD.

Duties

This position serves as a Senior Quality Assurance Specialist in the Surface Forces Logistics Center (SFLC), Contracting & Procurement Division (CPD), Contracting and Procurement Administration Branch, Quality Assurance (QA) Section, Norfolk, VA. The purpose of this position is to establish and maintain a planned, systematic approach of quality assurance to meet or exceed the requirements of the IS0-9OO1 standard; to assure products offered for acceptance conform to requirements, including materials and products provided via subcontractors; to assure that work processes are executed correctly the first time; to identify, evaluate, and systematically eliminate quality problems in terms of rework and waste; to install and monitor a management system which exercises positive control of quality related aspects of SFLC projects throughout all areas of procurement, pre-production, first article tests, fabrication, processes, installation, assembly, storage, maintenance, inspection, testing, trials and delivery; and assist various process improvement teams by acting as the Senior Quality Subject Matter Expert. Qualifications

For the GS-12:  Applicants must possess one year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Examples of specialized experience includes: knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas; Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; Identifying inadequacies and requesting corrective action; Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
