The Psychiatrist coordinates and supervises STAR Clinic programming including facilitating staff meetings, overseeing consult management, assigning intake assessments and case management duties, ensuring patient/staff safety, and evaluating environment of care. Also, insures seamless transition and continuity of care between inpatient and outpatient clinics and community referrals.

Recruitment/Relocation Incentive (Sign-on Bonus): Authorized Work Schedule: Monday - Friday, 8:00AM - 4:30PM (subject to change based on agency's needs) The Psychiatrist provides administrative, clinical, and technical supervision to assigned staff. They are expected to set priorities and make assignments according to capabilities of those assigned. The incumbent evaluates subordinate's performance and offers instruction, advice, or counseling on ancillary services, and administrative matters. They are responsible for setting performance standards and reviews work to determine acceptable levels of quality and quantity. The incumbent manages daily operations of the STAR Clinic; develops policies and procedures for the programs' operations; maintains data tracking utilization of mental health services by STAR Clinic Veterans and prepares reports and statistics when requested. Specifically, the Psychiatrist will: Ensure constant readiness and compliance of the STAR program/staff with regard to standards set forth by the Joint Commission, OIG, and OHMO. Interview and select candidates for the STAR treatment program (in coordination with appropriate discipline leaders as indicated). Make recommendations for promotion and review/feedback/disciplinary action of the clinical staff of STAR treatment program at the Birmingham VAMC. Recommend selection/appointment of program team leaders/coordinators. Assign work to program team leaders/coordinators and review and evaluate performance of program team leaders/coordinators. Develop training plans in-line with employee's needs and assists in addressing these needs. Develop and monitor standards of clinical practice/standards of care for STAR staff, including procedures, care guidelines, manuals, and guides to professional practice, required to accomplish clinical care interventions and ensures that they are followed. Balance and distribute workload and tasks among employees in accordance with established workflow or job specialization, assuring timely accomplishment of the assigned tasks, and assuring that employees have an integral role in developing the final product. Ensure delivery of evidence-based interventions by the STAR Clinic staff. Coordinate the facilitation of STAR Clinic groups and makes changes and additions to group curriculum to respond to needs of STAR Clinic Veterans. Maintain a current knowledge to answer questions from team members on procedures, policies, directives and to obtain needed information on decisions from the Chief, Mental Health Service on major problems and issues. Check on work in progress and reviews completed work to see that instructions on work sequences, procedures, methods, and deadlines have been met. Provide clinical supervision as a field instructor or preceptor, and supervises social work graduate students, unlicensed social workers, and social work associates. Works with students to develop training plans and goals and regularly assesses student's progress toward training goals and overall performance. Provides reports to the school of social work field liaison on the student's progress. Resolve employee complaints, grievances, or other related matters within the context of the local contract, policies, or procedures. Effectively handle disciplinary issues and counsels employees regarding performance or other situations; takes disciplinary or appropriate action when necessary. Contribute to ongoing development of the STAR program. Identifies areas for program expansion and improvement and develops initiatives to address these identified needs. Provide direct screening, therapy and case management services to Veterans within the STAR clinic. Complete screening and comprehensive assessments of Veterans with substance use disorders and other mental health comorbidities. Provide evidence-based therapy for SUD and case management to veterans in the STAR clinic. This includes care coordination for mental health and medical services; monitoring Veteran status and functioning; crisis intervention and supportive counseling. Complete diagnostic and biopsychosocial evaluations with Veterans in the STAR Clinic and completes all relevant CPRS documentation in a timely manner as per Clinic policies. Identify, develop and facilitate accessibility and utilization of VA and community resources to meet the needs of Veterans and clinics. Serves as a clinic consultant for information on negotiating the complex processes Veterans encounter when interacting with government and community agencies.

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA),OR. (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position is primarily sedentary. Work environment is that of an office setting in a hospital.

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
