This position is located at the Oscar G. Johnson VA Medical Center (585) - a Level 3 Complexity VAMC Facility and is organizationally aligned under the Engineering Service. The primary purpose of the position is to function as a facility Project Manager over work performed at the Iron Mountain VAMC campus and eight (8) Community Based Outpatient Clinics (CBOCs) in Menominee, Ironwood, Manistique, Gladstone, Sault Ste. Marie, Marquette, Hancock, MI and Rheinlander, WI.

Duties

Major Duties: Oversee and coordinate project management activities relating to planning and monitoring construction design. Provide administrative direction and oversight over construction control activities and project milestones Monitors budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements. Conducts and participates in partial and final inspections of completed work. Develop work packages from maintenance and repair and provides justification and supporting data for projects. Ensures construction and patient/public safety risks are appropriately managed during all phases of design (site investigation) and construction. Reviews and approves submitted construction schedules and coordinates utility outages and disruptions with Medical Center activities to ensure that essential services are maintained with minimum interruption to patient care. Coordinates personnel moves both before and after the construction activities. Recommends contract changes and assists in the contract modification process. Participates in the preparation of feasibility studies, cost estimates, and monitors progress of drawings for work to be performed by contractors. Conducts investigations to develop improved design of materials and methods. Prepares project outlines that include original designs and preliminary and final layouts. Prepares construction cost estimates and engineering feasibility studies. Coordinates and ensures that contractor operations are scheduled with surrounding Medical Center activities to ensure that essential services are maintained. Conducts inspections of work to ensure compliance with contract documents. Prepares and processes documents related to construction contracts. Preforms as Contracting Officer Representative (COR) for all Facility Leases. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm, subject to change. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Construction project management and administration; reviewing construction plans; monitoring construction budgets, inspecting construction projects frequently and performing the final inspection, knowledge of construction material (masonry, structural steel, and reinforced concrete, not all inclusive); coordinating mechanical, electrical, structural, sanitary, civil, and environmental work including the administrative paperwork; developing work packages; ensuring safety during construction projects; project planning; review of bids; contracting representative; conducting inspections to ensure compliance with contract documents; prepare documents relating to construction contracts, progress reports, payroll, submittals, inspection reports, ect. You will be rated on the following Competencies for this position: Building and ConstructionCustomer ServiceProject ManagementPublic Safety and SecurityStandards Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds. Working Conditions: The work area is adequately lighted, heated, and ventilated typical of such places as offices, training rooms, and libraries. The work environment also involves everyday risks or discomforts that require normal safety precautions. There are regular and reoccurring visits to the project construction sites, mechanical equipment rooms, confined spaces, and other spaces that are noisy, dusty, where strong odors exist, dirty and close quarters which may involve moderate risks or discomforts. Personal protective equipment (PPE) is required in many of these spaces and required to be worn to ensure safety. There will be occasional exposure to moderate risks or discomforts in storage areas, mechanical equipment rooms, boiler plants and steam tunnels, outdoor conditions involving exposure to cold/hot weather, rain, and wind.
