This position is located at the Tomah VA Medical Center, 500 E Veterans St, Tomah, WI 54660 and organizationally aligned to the Pathology and Laboratory Medicine Product Line Service (P&LMS). The primary purpose of this position is to perform administrative and management assistance support to the Laboratory Manager and to the various specialized program areas that span across the VISN 12 Northern Tier Facilities to improve the efficiency, effectiveness, and productivity of the Product Line.

This position performs Budget Support/ Fund Control Point (FCP) Maintenance/Reconciliation, Administrative and Management Assistance and Support, Personnel Management, Reports and Records Management, and Contracting Representative. Major Duties: Provides administrative and management assistance/support and coordination with other VISN 12 Northern Tier Facilities. Schedules and coordinates all appointments as requested or as needed for meetings, interviews, or conferences, reserving meeting areas, notifying participants, and preparing reports of the proceedings. Receives telephone calls and personal visits from VA officials, accreditation inspectors, other government agencies, community agencies, staff, and various personnel of the Medical Center, VISN, other VA facilities, and patients and their families. Handles requests for information and resolves or assists in resolving a variety of complaints made by staff, patients, and their families, provides information to inquiries upon determination of that the release of information is appropriate. Provides management assistance to Laboratory and Medical Center-wide councils, committees, and meetings. Maintains daily records and reporting mechanisms for the service line regarding quality reviews, performance efficiency, patient transfusion effectiveness, such as the Vital Indicator Reports. Assures routine mechanisms of annual reviews, policies and procedures, regulatory applications, and reports are completed accurately and on a timely basis. Designs and develops spreadsheet format and retrieval mechanisms for required data management reports, which are used by management for budget preparation and control, and performance improvement. Develops methods for automating administrative reports and performance improvement reports, considering the interrelationships of reports and multiple uses of the data. Downloads data from the VISTA system and integrates detailed functional procedures needed to enter and to retrieve the data in the form needed for each report. Prepares and assures maintenance of P&LMS organizational and staffing records and charts. Initiates all Personnel Actions for staff and communicates personnel changes to personnel in the Payroll Section. Verifies certification and boarding status for professional staff, i.e., Clinical Laboratory Scientists and Medical Technologists. Coordinates P&LMS employees' mandatory training requirements and educational activities, accomplishments of developmental activities of employees, to include tracking of report variances in meeting standards to appropriate supervisor(s). Develops internal systems to assure tracking of administrative matters to respond to inquiries both from within the Medical Center and outside organizations. Ensures for an effective system of records, including mail management, key control, and reporting. Oversees the disposal and transfer of records as appropriate. Coordinates the preparation and submission of a wide range of administrative reports for the Service. Generates output reports requested by management such as workload reports, cost reports and utilization studies. Timekeeping activities when needed. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE REQUIREMENTS: To qualify for this position at the GS-7 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working with software programs such as Microsoft Word, Excel, Access, Power Point; Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Knowledge of procedures or processes required to assemble, review, and maintain budget and verifying the accuracy of budgetary data; Skill in administrative concepts, practices and procedures sufficient to complete a full range of clerical and administrative functions; Experience working with office management procedures including organization of regulatory materials, files, and records; Skill in applying basic fact and data gathering methods, such as standard interviewing or surveying techniques, to collect various types of actual information; and Providing written reports that describe the data collection techniques, other processes and procedures used, conditions of program operations, and recommendation for action and improvements.
