You will serve as a NAVAL ARCHITECT in the Naval Systems Engineering Directorate (NAVSEA 05), Ship Integrity & Performance Engineering Group (NAVSEA 05P), Stability, Hydrodynamics and Arrangements Division (NAVSEA 05P3) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as an Engineering Manager for US Navy Surface Ship Hydrodynamics (SS HYDRO) and support the US Navy Technical Warrant Holder (TWH) for all aspects of surface ship hydrodynamics as designated by NAVSEA policy. You will execute surface ship hydrodynamics policies and enforces design and performance assessment guidelines and develops, maintains and applies US Navy standards and criteria. You will support the SS HYDRO TWH in the identification of technology and research and development efforts needed in design, manufacture, maintenance and overhaul. You will support the US Navy's SS HYDRO TWH in providing technical representation on Joint Service Panels, NATO Panels, Data Review Panels, Regulatory Boards, Integrated Product Teams, Cooperative navies efforts, professional societies. You will apply experimental theories and new developments including those pertaining to mobility capability and performance assessment in maneuvering, resistance propulsion and integrated hull form propulsor appendage development. You will develop new research and affordable designs for a ship through conduct of concept definition, preliminary design, contract design integration, construction, launching, testing, operation, maintenance related to surface ship hydrodynamics. You will evaluate and incorporate the latest developments in surface ship hull forms, propellers, waterjets, hull appendages and active/passive motions control systems (hydro aspect) into technical plans and proposals. You will develop innovative approaches where precedents are lacking and in anticipating and planning to deal with significant technological advancements as well as the ability to generate new theories, concepts, approaches, and methodologies. You will resolve controversial or highly complex naval architectural problems not susceptible to standard treatment, and apply new theories and new technical developments.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a Professional Engineer or Naval Architect managing the execution of Hydrodynamics design projects for ship programs or major modernizations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
