The selectee of this position serves as a Accountant (Recent Graduate) responsible for performing professional accounting work that includes such functions as: operating accounting systems, interpreting accounting data, and assisting management on financial matters. This position is located in the Financial Services Division / Arlington, Virginia.

Duties

As a Accountant (Recent Graduate) at the GS-0510-9 grade level, some of your typical work assignments may include, but are not limited to, the following: Participating in planning and conducting financial and accounting management studies and the analysis of interrelated administrative processes; e.g., budgetary, financial, procurement, and property management functions. Recommending adaptation of established procedures to eliminate problems or to improve the operations under study. Participating in the review and evaluation of financial systems for effectiveness of internal controls and integrity of the organizations financial information analyzing processing flows, reviewing data in reports and financial statements, and identifying abnormal trends and control weaknesses. Preparing clear, concise reports and statements that contain timely, accurate, and essential financial management information. Requirements

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the basic requirements for the position series and have the education and/or experience required for the grade level to which you apply. To meet the Basic Requirements for the Accounting Series, 0510, you must have one of the following: Degree: Bachelor's or higher degree in accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. In addition to meeting the Basic Requirements described above, you must have the Specialized Experience and/or Graduate Education described below. To qualify for this position at the GS-09 grade level, you must have one of the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-07 grade level in the Federal service performing the following duties: Reviewing data in reports or other documents to identify abnormal trends or balances; Preparing internal and external financial reports; Identifying and resolving financial or budgetary findings or exceptions; and Using various software applications to prepare a variety of financial and/or budgetary reports. OR Graduate Education: Two years (36 hours) of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in accounting; or in a related field such as business administration, finance, or public administration. OR Combination of Graduate Education and Specialized Experience: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. You must have a combination of the specialized experience and graduate level education described above that totals 100% when combined. Only graduate level education in excess of one year (18 semester hours) may be combined with experience. When citing your education and/or experience, be clear and specific. We cannot make assumptions about your education and/or experience. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
