The Disruptive Behavior Program Coordinator has responsibility for coordinating interdisciplinary staffing and operations as a Program Coordinator of the Disruptive Behavior Committee (DBC) serving as Chair/Co-Chair. The DBC falls under the auspices of the Chief of Staff. The incumbent will have a thorough understanding of confidentiality, need to know, complex reporting structures, and ability to tolerate ambiguity while communicating essential safety information where needed.
Duties
Disruptive Behavior Committee
-Attend DBC new chair intensive training within 90 days of hire or earliest scheduled training offered by Central office.
-Participate in monthly DBC Community of Practice and Violence Risk Assessment conference calls provided by Central Office.
-Responsible for coordinating and managing an interdisciplinary team.
-Chair and/or Co-chair the DBC, providing oversight and coordination of health care system-wide efforts to prevent, reduce, manage, triage and respond to incidents of threatening, violent, or otherwise safety-compromising behaviors perpetrated by patients, visitors, and other non-employee beneficiaries of the VHA.
-Responsible for the implementation, education, training, and updates for ECHCS Prevention and Management of Disruptive Behavior and Workplace Violence Prevention or other related ECHCS policies or standard operating procedures for the implementation of VHA Directive 1160.08 and other laws, policies and guidance.
-Responsible for the management of computer-based flagging systems through VISTA and CPRS managing Behavioral Patient Record Flags.
-Responsible for all VISN and Central office requests for information about disruptive behavior training or any data about disruptive behavior incidents.
-Interface with ECHCS police, Office of Inspector general and coordinate care programs to manage patients with disruptive behavior.
-Work closely with the Workplace Violence Prevention Program manager to ensure all local and national policies and directives are being met.
-Provide expert consultation with ECHCS clinical and treatment providers, staff and prescribers regarding management of disruptive patients.
-Provide guidance to all ECHCS employees on managing disruptive behavior commensurate for their level of training.
-Incumbent is aware and mindful of the vibrant cultural factors of a diverse employee group and the unknown personal histories to include trauma which may impact how feedback is received.
Prevention and Management of Disruptive Behavior (PMDB)
-Obtains and maintains PMDB Certified Trainer status.
-Provides PMDB classes for ECHCS employees on a recurrent and ongoing basis with frequency determined based on need and availability but no less than once a month.
Employee Threat Assessment Team (ETAT)
-May be requested by the Medical Center Director to serve on the ETAT.
-Complete ETAT training within 30 days of hire.
-Coordinate with WVPP Manager to assess, triage, and manage ETAT cases as needed.
-Operates with the highest degree of adherence to confidentiality and a thorough understanding of need-to know communications in consult with the WVPP Manager, HR, and legal counsel.
Workplace Behavioral Risk Assessment (WBRA)
-Assist in leading and coordinating the annual Workplace Behavioral Risk Assessment based on data collection and analysis of DBRS through the year.
Clinical Teaching/Training
-May be required to provide clinical supervision to students, interns and fellows including but not limited to serving as social work field instructor and/or task supervisor.
-Provides training and guidance to other health professions trainee's staff.
Miscellaneous
-Responsible for adhering to, and remaining current with, best practices in violence risk and behavioral threat assessment.
-Has a working knowledge and respect for Trauma Informed Care principles.
-Works collaboratively with executive leadership, internal stakeholders, and community partners to identify, assess, and manage individuals and/or circumstances that may pose a threat of violence toward the organization or its staff.
-Experience in leading a diverse and interdisciplinary team and preferred training in group dynamics and leadership.
-Manages and controls the use of data related to these programs regarding day to day functioning and program evaluation.
- Establish partnerships with the National Workplace Violence Prevention Program, VISN19 WVPP Community of Practice, Intimate Partner Violence Assistance Program, Suicide Prevention Program, Employee Assistance Program, Occupational Health Department, and community resources to establish services for employees who have experienced and/or use violence.
-Advises and collaborates with interdisciplinary teams throughout the medical center on workplace violence and risk management issues. Creates educational tools, develops programs, and implements training focused on specific workplace violence prevention needs/issues.
-Other duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part)
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to the social worker position GS-0185 series in the VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/ORHM//T38Hybrids.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator) GS-12
Experience/Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.
Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Program coordinators at the GS-12 grade level are administratively responsible for a clinical program providing treatment to Veterans in a major specialty area, such as but not limited to: Spinal Cord Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program, Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program. The program coordinator may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. The program coordinator oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. They may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery. The program coordinator provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to
enhance the quality of service. They may be responsible for, or contribute to, the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. The program coordinator is administratively responsible for the clinical programming and prepares reports and statistics for facility, VISN, and national use. They provide leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. They initiate and conduct a variety
of program or service audits and complete designated clinical practice audits and reports, including productivity assessments. They oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement and evaluating efficacy of improvement efforts.]
