This position is located in Great Smoky Mountains National Park, in the Visitor and Resource Protection Division. This is a Merit Promotion Announcement. Duties

Major Duties: This position is located in the Emergency Communications Center (ECC) within the Division Visitor and Resource Protection, Headquarters, Great Smoky Mountains National Park (GRSM) and answers directly to the Law Enforcement Specialist. The ECC provides dispatch services for all public safety functions as well as primary telecommunications and logistical support for the Park's day-to-day and emergency operations (law enforcement, fire, EMS, search and rescue and maintenance). The ECC maintains on-site access (query and input) to NCIC/NLETS/TBI Law Enforcement Telecommunications systems. The incumbent manages the ECC and is responsible for short- and long-term planning for operations, directly supervises six Public Safety Dispatchers, and provides oversight for the day-to-day operation of the center. He/she performs the full range of supervisory duties including training, evaluation, counseling, rewarding, and disciplining all assigned employees. They are responsible for providing work schedules for shift coverage and the review and validation of payroll reporting in Quick Time. The Communications Center Manager, alongside dispatch staff, operates computerized dispatch consoles and related equipment in the course of serving as the primary point of contact for law enforcement, emergency medical, fire and search and rescue incidents. The employee must be proficient in the use of CAD, IMARS and a number of state and national public safety computer networks. He/She serves as the park's CAD manager and works closely with IT and contract personnel to update system and resolve any technical problems in a timely manner. Other duties include: records management, general public assistance, assistance to other park offices and partners, and projects as assigned in support of the Visitor and Resource Protection Division. Area Information: The Great Smoky Mountains are among the oldest mountains in the world, formed perhaps 200-300 million years ago and encompassing more than 800 square miles in the Southern Appalachian Mountains. Dominated by plant-covered, gently contoured mountains, the crest of the Great Smoky Mountains forms the boundary between Tennessee and North Carolina, bisecting the Park from northeast to southwest in an unbroken chain that rises more than 5,000 feet for more than 36 miles. No other area of equal size in a temperate climate can match the Smokies amazing diversity of plants, animals, and invertebrates. GRSM is designated as an International Biosphere Reserve and is listed as a World Heritage Site.

Qualifications

All qualifications must be met by the closing date of this announcement-01/25/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Quality Ranking Factor: This position requires a National Crime Information Center (NCIC) certification. Please attach certification to application package. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. -AND- Quality Ranking Factor: This position performs performs dispatching and Association of Public Safety Communications Officials (APCO) certification is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (a) Serving as a certified operator of the National Criminal Information Network (NCIC) system (b) Serving as a certified Emergency Medical Dispatcher (EMD) or (c) Utilizing a computer aided dispatch (CAD) system; AND have served as a Public Safety Dispatcher; performing any of the following: Receiving and prioritizing both emergency and non-emergency calls for Police, Fire and EMS incidents. Coordinating the appropriate response to incidents; Querying and relaying wants, warrants, driver and vehicle information for law enforcement contacts and investigations. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 2 full years of progressively higher level graduate education or master's or equivalent graduate degree (such as a LL.B. or J.D.) in an accredited college or university. Coursework must have been in an area directly related to the dispatch position such as communications, emergency services or closely related discipline. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
