About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is located at the 7th SIG CMD (T) 21st SIG BDE 114th SIG BN Adams County, PA.
Duties
Act as the working arm of the Battalion S3, integrating new and proposed mission areas into the current operation.
Develop short and long-range plans for the upgrade and/or expansion of existing and new IMA systems.
Represent the command on committees, panels and at conferences with higher echelons, such as Department of the Army (DA), DoD, DISA, JCS, and other government agencies and commercial vendors.
Provide input and documentation for the programming of resources and providing telecommunications to support Army Executive Agent responsibilities.
Develop and provides funding recommendations based on mission impact and funding availability.
Develop milestones, prepares progress reports, monitors, and coordinates the technical planning, engineering, installation, and operation for the life cycle management of telecommunications systems at RRMC.
Provide oversight of cyber security, battalion training, and the Emergency Actions Operations Center (EAOC).
Develop annual performance plans, appraises performance, and provides written performance appraisals to employees. Mentors’ employees regarding their progress in meeting performance requirement, or actions needed to meet standards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.

Specialized experience would be demonstrated by providing staff direction and advice relative to existing communication systems; developing communication systems and network requirements or procedures to meet organizational objectives; implementing plans and policies governing the operation of Command, Control, Communications, and Computer (C4) systems; providing oversight of cyber security, battalion training, and the Emergency Actions Operations Center (EAOC).
