Serves as a Change Management Agent (CMA) in the Office of the Director. The incumbent plays a key role in managing the successful transition of the implementation plan into operational areas. The incumbent will lead change management activity across the business lines within the Regional Office (RO) and will focus on implementing changes to business processes, systems and technology and job roles.
Duties
The Management and Program Analyst position operates independently to support the Director's Office of the Boise VA Regional Office with an emphasis on change management strategies and information security techniques to communicate with internal and external audiences. The incumbent will:
Lead the change management activity within the Regional Office with a focus on communicating strategic policy changes.
Conduct Information Security Officer (ISO) activities by reviewing and maintaining specific employee groups' access to various systems, reviewing, and maintaining time limited access on sensitive files, reviewing specialized training requirements and completions to maintain access to all systems. Skills in interpreting rules and regulations regarding system access and violations. Conduct random system access audits to ensure employee compliance.
Coordinates and manages the implementation, maintenance, and updates of centrally developed mandatory developmental and technical training programs. Ensures consistency and quality among the Division training activities with national training policies.
Serves as Lead Administrator (Domain Manager) of LMS providing oversight and LMS briefings to leadership at local facility; training supervisors and employees to access training products, building learning plans, and running reports; managing user accounts and coordinating technical support.
Perform a variety of analytical, planning, evaluative, and advisory work assignments to quantitatively or qualitatively evaluate the effectiveness of programs or operations in meeting established goals, measures, and objectives.
Produce graphs and/or charts to illustrate a concept, point, or demonstrate the effectiveness of programs and/or business operations.
Perform general office duties including preparation and routing of correspondence, maintaining filing systems, time and attendance, and calendar maintenance.
Portray a positive attitude towards responsibilities; remain consistently courteous, respectful, dependable, and cooperative in nature; communicate tactfully when corresponding or communicating with leadership, peers, co-workers, Veterans, and other internal and external stakeholders; and contribute positively to the overall effective operation of the office.
Work Schedule: Monday-Friday 07:30am-4:00pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
