The primary purpose of this position is to accomplish a variety of operations and tasks involving organic production work loading assignments within the organization. Provides staff surveillance, procedural guidance, and management controls for projected activities engaged in organic work loading and/or public-private partnership activities.
Duties
1. Serves as the primary focal point for work loading and/or partnerships for assigned areas.
2. Conducts analytical studies of problem areas affecting or involving depot maintenance workload operations, processes and methods.
3. Leads and participates in briefings, meetings, committees, boards, etc., and may be required to represent the organization at meetings/conferences.
4. Works to achieve and support quality improvement in all products and services.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
TARGETED POSITIONS: This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes accomplishing variety of operations and tasks involving organic production work loading assignments; Providing staff surveillance, procedural guidance, and management controls for projected activities engaged in organic work loading and/or public-private partnership activities.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-12

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough knowledge of maintenance and production operations, workload management, and general business operations and functions.
Knowledge of flaws, regulations, principles, instructions, and policies governing and guiding depot maintenance to include organic and/or partnership workload establishment and implementation.
Strong written and oral communication skills.
Ability to collect, organize, analyze and present data as a basis for decisions by senior management.
Ability to research, analyze, interpret and apply rules, regulations and procedures, working independently and in a self-directed manner to continually initiate and implement process improvements leading to greater efficiency, effectiveness, and customer satisfaction.
Ability to build and maintain positive working relationships with work loading, production, public and private customers, and administrative staff, as well as management both within and external to the organization.
Ability to plan and organize work and coordinate with other disciplines.
Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Physical Demands: The work is mostly sedentary, although walking, bending, standing for extended periods, and lifting/handling of marketing and exhibition materials is occasionally required. Visits may be required to production areas. Frequent and extended use of computer hardware and software is required.
Work Environment: The work is primarily performed in an office setting, which is adequately lighted, heated, and ventilated. Visits to production area involve exposure to noise, machinery, and environmental hazards. Personal protection equipment may be required when visiting production areas.
