About the Position: The incumbent will serve as an agent of the commander of assigned organization on accounting, financial, and managerial issues that require examination by a financial professional and will perform the full range of supervisory and managerial responsibilities.

Duties

Serve as Chief of Internal Audit (IA) with responsibility for all quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit agencies, audit compliance and follow-up. Assign work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Advise management of operating areas at risk of not achieving desired performance and recommend corrective actions. Perform personnel management functions to include planning work to be accomplished by subordinates. Advise, counsel or instruct the employees on both work and administrative matters. Determine ways to improve production and increase the quality of the work directed and also develops performance measures. Interpret financial policies and procedures generated by higher headquarters to provide guidance on their impact on the organization’s management process. Supervise a variety of audits that require the use of advanced auditing, analytical, and financial audit techniques in gathering and evaluating pertinent data. Draft reports, which present findings, identifying causative situations and recommends corrective action. Serve as the command representative and point of contact for external agencies. Prepare the overall command response to all external audit agency reports based on input from proponent activities. Document audit results in accordance with Government Auditing Standards, DoD and DA policies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Requirement for Supervisory Auditor: Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;(Note: You must attach a copy of your transcripts.) OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (Note: You must attach a copy of your transcripts.) AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing duties consisting of analytical and evaluative methods and management techniques in order to audit data inputs; exercising knowledge of management controls, risk management, accounting and auditing theory, concepts, policies, practices and techniques; providing leadership over lower-level subordinates; and advising and/or counseling management on financial and/or accounting matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, at the GS-13 level, you must meet the basic qualification and Specialized experience requirement alone--no substitution of education for experience is permitted.
