About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Information Technology Laboratory, DOD High Perf Computing MOD Program.
Serve as the Senior Cybersecurity Program Manager in the High-Performance Computing Modernization Program of the Information Technology Laboratory (ITL).
Duties
As a subject-matter expert and management consultant , the incumbent will serve as the Cybersecurity lead for the Information Technology Laboratory (ITL).
Responsible for identifying, developing and executing large multi-discipline cybersecurity programs.
Maintain knowledge of business context, cybersecurity technology, and use this knowledge to establish new business opportunities for the ITL.
Manage the cybersecurity information technology (IT) and operational technology (OT) information management program providing design, planning, implementation, and support for information architecture, governance, portfolio management, and strategy.
Will have the authority and responsibility for developing and managing a coordinated security assessment process for information technologies governed by the research and development programs within the ITL.
Responsible for senior- level coordination with other Army and DoD Departmental information security programs and cyber organizations within other Government agencies for all cybersecurity-related mission areas.
Review and interpret higher level policies and regulations and determining organizational strategy, policy, mission, and operational requirements.
Work both independently and as technical lead of integrated research teams to plan and integrate new processes, techniques, and procedures to solve problems and address cybersecurity requirements at the program and organizational level.
Make periodic staff visits to stakeholders and customer organizations to assess the effectiveness of the cybersecurity programs and determine the need for new policies and/or technologies.
Represents the ITL on panels and working groups, technical boards, committees and serves as the Cybersecurity focal point.
IAT Level III Certification is required at entry.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- IAT Level III Certification is required at entry.

Specialized Experience: I have one year of specialized experience equivalent to the DJ-4 (GS-14) grade level in the Federal service which includes research, development and evaluation of software-based technologies in the areas of cybersecurity, information technology, computer science and/or computer engineering to formulate, evaluate, nurture, and promote the generation and exchange of new theories, concepts, principles, methods, applications, and practices related to cybersecurity technology.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-2210-5 (equivalent to GS-15). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion.
