This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Hospital & Ambulatory Policy Group (HAPG), Division of Outpatient Care (DOC).
As a Pharmacist, GS-0660-14, you will serve as a point of contact for beneficiaries, suppliers, professional associations, congressional offices, contractors and the general public with regard to pharmacy-associated aspects of CMS-administered programs.
Duties
Develops program policy and guidance, including operations manuals, regulation text and preambles, briefing materials, and other mechanisms to provide effective guidance and instruction on CMS associated programs and operations.
Leads the OPPS/ASC drug team within Division of Outpatient Care (DOC).
Provides professional pharmacy consultation, negotiation, and advice on a wide range of DOC-related program issues or policies to other CMS and government components, Congressional staff, professional organizations, and other health policy groups.
Reviews and analyzes current professional literature and insurance and provider industry experience to detect any trends that may have a significant impact on CMS programs.

In order to qualify for the GS-14 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Leading the evaluation, including interpreting statute, regulations, and guidance, and the development, including performing data analysis, identifying options, providing written and oral briefings, and drafting policy, of Medicare drug policy and drug payment issues; AND (2) Independently managing highly complex projects, making contributions that have significant impact on major CMS policies, programs, and milestones; AND (3) Providing professional pharmacy advice to technical inquiries about various aspects of law, regulation, and policy on drug program issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
A doctoral degree in Pharmacy that is recognized by the
Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the
U.S. Department of Education at the time the degree was obtained. (TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.
