Targeted Local Market Supplement (TLMS) for CY 2024 has not been approved by DODCIO. Salary is subject to change upon final approval from DODCIO as this salary reflects 2023 TLMS. Primary purpose of this position is to serve as the first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees to identify, integrate and implement cyberspace processes.

Duties

DUTY 1 - Plans, organizes, and directs the activities of CNMF HFO depot/armory, ensuring that the HFO program complies with legal and regulatory requirements and meets customer needs. DUTY 2 - Exercises supervisory personnel management responsibilities. DUTY 3 - Represents CNMF J6 with a variety of installation and functional area organizations.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.

  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of and ability to interpret cybersecurity authorities, policies, and exceptions, and ability to provide technical direction and leadership for the continuing refinement of policy and guidance relevant to the evolutionary development/administration of the Command's technical baseline (business systems, mission systems, and information environments). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and ability to interpret cybersecurity authorities, policies, and exceptions, and ability to provide technical direction and leadership for the continuing refinement of policy and guidance relevant to the evolutionary development/administration of the Command's technical baseline (business systems, mission systems, and information environments). 2. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 3. Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments. 4. Knowledge of system administration, network, and operating system hardening techniques. 5. Knowledge of network security architecture concepts, including topology, protocols, components, and principles (e.g., application of defense-in-depth). 6. Knowledge of intrusion detection methodologies and techniques for detecting host and network-based intrusions via intrusion detection technologies. 7. Skill in troubleshooting and diagnosing cyber defense infrastructure anomalies and work through resolution. 8. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
