This position is located in the State of Mount Laurel, New Jersey in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing selected loans and grants for rural facilities, utilities, and/or businesses. This vacancy announcement is open to current Rural Development State of New Jersey Employees only.

Duties

Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system. Prepares written loan/grant recommendations and submits to supervisor for review. Conducts security reviews on rural utility, community facility, and business projects. Attends community outreach activities (e.g., state fairs, trade shows, local realtor conventions, groundbreaking and ribbon cutting ceremonies, community lender meetings and workshops) related to the assigned loan portfolio(s).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g.one year at the GS-07 grade level for consideration for the GS-09 grade level). For the GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: experience in performing loan making and/or loan servicing duties such as regularly examining loan applications, supporting documents and credit reports, and maintaining servicing activities of somewhat complex loans and/or grants; assisting higher level loan specialists by performing assigned portions of financial credit analysis in connection with more complex loans as a way of acquiring training and competency for more difficult loan examining and servicing assignments OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., if related. OR Equivalent combination of education and experience are qualifying for this grade level. Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1165 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
