You will serve as a Supervisory Operations Research Analyst (Branch Head) in the Air Systems Group, Logistics Department, Readiness and Fleet Analytics Division, Advanced Analytics and Innovation Branch of NAVAIRWARCENAC DIV.
Duties
You will provide administrative and technical guidance to the Advanced Analytics and Innovation Branch within the Air Systems Group Logistics Department.
You will coordinate, interaction with other groups, disciplines, commands and organizations to execute critical data science and analytics work for the Naval Air Warfare Center Aircraft Division (NAWCAD).
You will assess the abilities of the branch to meet current, future and contingency requirements and develop plans and programs to enhance capabilities and performance while maintaining cost as an independent variable.
You will research other government activities and commercial enterprises for innovative techniques and processes to maximize value of department products and services and improve overall department efficiency.
You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.
You will evaluate the work performance of subordinates, and ensure they have adequate funding.
You will do other duties assigned to you by division and department leadership.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (NM-04) pay band or (GS- 13/14) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Examples of specialized experience include: 1) Utilizing advanced logistics and analytic concepts, principles, and practices to provide Integrated Logistics Support (ILS) and to take concluding action on any area of logistics for the assigned aviation program; 2) Coordinating and/or assigning work assignments to subordinates based on organizational priorities, difficulty and requirements of assignments, and/or capabilities of employees; 3) Demonstrating working knowledge of the Navy logistics and tools (e.g., DECKPLATE, AMSRR, AFAST, VECTOR, DataVis, Dashboard, and QLIk, etc.); 4) Providing technical leadership, training, and guidance to subordinates, contractors, and/or integrated program team members; 5) Applying knowledge of the theories, concepts, principles, and practices of all aspects of program management to provide systems acquisition management and life-cycle support for assigned program; and 6) Addressing and resolving conflict between members on their team or technical work within their teams.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
