At the full performance level GS-12 you will serve as a Program Specialist with responsibility of developing and implementing comprehensive plans and strategies for the internal and external integration of day-to-day and long range projects, actions and activities for the assigned organization.

Duties

At the full performance level, you will: Develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects. Provide organizational support for planning, analyzing, coordinating, and evaluating the development of priorities, resource allocations, work force management. Review information, reconcile conflicting data, and analyze findings to develop recommendations and proposals. Serve as a Purchase Card Holder responsible for performing monthly reconciliation responsibilities for review and approval by the Card Approving Official (CAO). Approve simplified acquisition orders and documents ensuring adherence to policies and regulations based on certification level. Provide support of procurement functions for the successful execution of the ICs small business prime contracting and subcontracting goals and percentages.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

In order to qualify for a Program Specialist, GS-0301 position at the GS-09 level, you must have: A. Have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Reviewing purchase requisitions for basic administrative supplies to determine the packages are complete; Reviewing requisitions for supplies or services to determine that proper specifications or purchase descriptions are included in solicitation documents; Assisting in development and implementation of program practices and procedures; Participate in the development and implementation of plans for organizational projects. C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Program Specialist, GS-0301 position at the GS-11 level, you must: A. Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related. B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Reviewing purchase requisitions for administrative and technical supplies and equipment to ensure all documents are accurate; Performing recurring assignments in support of a local installation or in a centralized procurement activity; Evaluating program efficiency and effectiveness; and Participating in the development and implementation of plans for organizational projects and initiatives. C. a combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position.
