You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF GENERAL COUNSEL.
Duties
You will be responsible for the General Counsel of the Navy operating budget to include all internal/external financial tasks.
You will Interact/coordinate with OGC Central Office heads to include Senior Executive Service counsels to analyze their offices budget and provide strategic guidance on their budgetary requirements.
You will perform reconciliation and error resolutions on various financial reports with the of Navy, Enterprise Resource Planning (ERP) financial system as the Daily Defense Expenditure File (DDEF).
You will perform a variety of other fiscal, accounting, contracting, procurement, or financial management duties.
You will review report, documentation, records, data and other materials to monitor and control obligations and expenditures.
You will ensure funds are being executed properly through all stages of encumbrance and evaluate changes in plans and propose new course of action or strategy.
You will research, identify, coordinate, and initiate corrective action for financial transactions and take corrective action.
You will perform reconciliation and error resolutions on various financial reports with the of Navy, Enterprise Resource Planning (ERP) financial system as the Dormant Account Reconciliation Quarterly (DAR-Q) and Unmatched Transactions (UMTs).
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
Qualifications
GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with financial systems such as Navy ERP and PBIS;
Experience applying concepts, principles, practices, laws and regulations of budgeting and/or financing;
Experience with financial planning, formulation, and execution of program's resource and budget requirements.
Experience extracting data from Business Objects and developing spend plans and budgetary requirements with limited assistance; and
Experience executing funds following all fiscal laws and regulations and applying financial laws and regulations to provide advice, recommendations, and alternative solutions to management on financial and resource management strategies and problems.
GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying fiscal law, policies, regulations, principles, standards, and procedures to financial management activities;
Experience preparing and reviewing financial statements and financial reports to meet reporting requirements;
Experience reconciling financial information;
Experience utilizing financial systems such as Navy ERP and PBIS to perform various financial transactions; and
Experience resolving financial discrepancies and recommending solutions.
