About the Position: Serve as a Heavy Mobile Equipment Mechanic (Electronic Systems) with overall responsibility for diagnosing, troubleshooting, testing, and repairing major systems of various types of heavy duty equipment.

Duties

Perform Contracting Officers Technical Representatives (COTRs) duties for all aspects of maintenance on ship-to-shore gantry cranes, locomotives, diesel engines and trucks, material handling equipment, generators, and rail support equipment. Prepare and maintain administration records, approve invoices, recommend to the Contracting Officer whether to authorize payment against an invoice in full, in part, or not at all. Oversee repair and/or perform maintenance and repair on various types of heavy-duty equipment such as next generation of GEN-SET locomotives with truck size diesel engine with generators. Test, overhaul, and repair electrical equipment and wiring to assure efficient operation. Repair and replace parts as required. Perform required electrical daily and hourly operational inspections and complete inspection reports. Monitor diagnostics and/or diagnose difficult performance problems on a wide variety of equipment and improvise replacement, repair, and troubleshooting techniques. Perform and validate training of military personnel and civilian contractors in the operation of gantry cranes. Operate crane for a variety of tasks, often in congested, confined areas, to include loading or off-loading of various types of cargo and/or explosives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • Ability to sit or stand for extended periods of time, bending consistently, and working in awkward body positions is required.
  • Must be able to lift up to 50 pounds.
  • This position may require some Temporary Duty (TDY) travel – approximately 15%.
  • Must have a valid state license and be able to obtain US Government Operator Permit.
  • Must be able to climb to heights in excess of 100 feet.
  • The incumbent of this position must be able to successfully complete a background investigation.
  • May be required to work shift work and overtime as needed. Incumbent will be required to worknights, weekends, and holidays or during emergencies, as required.
  • Pre-appointment and annual physicals are required.
  • This position has critical safety or security responsibilities.
  • This position is designated as Key. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority.
  • The incumbent, or the designated alternate, may be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • The position is designated “key”, which requires the incumbent, or designated alternate, to be screened from military recall status.
  • This is a Drug Testing Position. Position requires that employee pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic (Electronic Systems)~ without more than normal supervision. Performing the repair, overhaul, and modification of complex ship to shore gantry cranes and heavy duty equipment, such as locomotives with truck size diesel and engine with generators, and repair of diesel and gasoline engines gearboxes, power transfer and braking systems and DC generators. Experience performing diagnostic troubleshooting to identify operational malfunctions on a variety of complex ship to shore gantry cranes and heavy duty equipment and make the necessary repairs to include electrically operated safety devices and gauges. - Failure to meet this Screen out Element will result in an ineligible rating. May work on top of and under cranes, locomotives, diesel engines and trucks, material handling equipment, generators, and rail support equipment in cramped and awkward positions, strenuous work is required while standing, lying and sitting. Frequently lifts and carries items weighing up to 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning parts and equipment. The operation of the cranes requires pushing, pulling and depressing of various hand and foot controls. Exerts heavy effort in pushing, pulling, and depressing the various levers, clutches, and brakes. Is subject to strain caused by vibrations of the crane, and from the jerking and jolting motions while lifting and moving loads. Occasionally moves objects weighing up to 50 pounds, e.g., lifting hooks and cables, changing rigging, setting outriggers, etc. WORKING CONDITIONS: Work is performed outside on structure of crane or in locomotive and inside the crane equipment room; works areas outside is subject to extreme weather conditions. Work requires extensive climbing. Subject to cuts, bruises, scrapes, chemical burns, broken bones, injuries from falls while repairing, positioning, and moving equipment, and serious burns caused by electrical shock. Work is dirty, greasy and noisy. Prescribed safety practices and safety equipment is used; protective hearing devices, hard hats, hard toe shoes, gloves, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods. Work is performed outside during periods of extreme heat and cold from a cab generally open on one side for clear vision and ventilation, and in areas which are noisy, dirty, and subject to fumes, occasional disagreeable dust, and inadequate heating or cooling. There is the possibility of injury from swing loads, moving machinery, crane overturning, and breakage of cables.
