You will serve as a REGIONAL EXPLOSIVES SAFETY OFFICER and REGIONAL EXPLOSIVE SAFETY PROGRAM MANAGER in OPERATIONS (N3) of COMNAVREGSW SDIEGO.
Duties
You will develop and conduct regional and local ammunition and explosives safety training.
You will conduct explosives safety technical assist visits with installation ESO's within 6 to 12 months of their NOSSA Safety Inspection.
You will analyze AE safety gaps and deficiencies, develop clarifying guidance to higher level instructions and reviews construction design proposals for ammunition and explosive and safety compliance.
You will represent region at numerous ammunition and explosives safety meetings, prepare correspondence, etc., as well as maintain personal expertise in AE field.
You will develop, implement and maintain Explosive Safety Management Program polices.
You will review and endorse Explosive Safety Site Approval Requests, Construction Worker authorizations, and various waiver requests throughout the AOR.
You will perform the duties of the Regional Safety Director in their absence.
You will provide the ESO functionality in their absence.
Requirements
- The incumbent will be allowed 24 months to satisfactory complete all required safety training and recertification. Incumbent will be subject to removal/reassignment if failure to maintain recertification.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector interpreting and applying explosive safety regulations, policies, methods and techniques to: 1) Conduct explosive risk assessment to identify and eliminate hazardous conditions; 2) Handle, classify, store, pack and ship explosives, waste military munition and hazardous material; 3) Develop, validate, and review installation explosives safety instructions and ammunition and explosives standard operation procedures; and 4) Conduct ammunition and explosive safety training.
