This position is located in the Office of the State Conservationist, Natural Resource Conservation Services (NRCS) in Madison, Wi, United States Department of Agriculture (USDA). NRCS exists to aid agricultural producers on working lands with conservation planning and application and may provide additional resources. Duties

Informs and advises the State Conservationist and Leadership Team on various technical issues associated with the design, implementation, and evaluation of conservation systems and practices. Represents the State at key partnership meetings. Monitors work progress, including adherence to methods and procedures, prioritization, development of assignments and schedules. Coordinates the statewide training plan to ensure personnel are adequately qualified to perform assigned tasks and to ensure personnel are provided the opportunity to develop their skills to optimum level. Coordinates with public affairs staff of NRCS and partners to coordinate communications and marketing efforts to inform and educate targeted audiences of results and efforts. Maintains a communication network among the various conservation partners, agriculture organizations, state natural resource agencies and other federal conservation agencies to provide timely and relevant data on key conservation issues. Leads the coordination or statewide outreach, civil rights and Tribal relation efforts. Develops and manages assigned partnership agreements and grants supporting conservation efforts. Maintains a communication network among the various conservation districts, various conservation organizations, agriculture organizations, as well as local, state and federal agencies. Provides oversight and supervision to subordinate staff. Assigns and reviews work to ensure timely performance, soundness, and value. Responsible for the coordination of activities supporting wildlife habitat through the Working Lands for Wildlife and Landscape Conservation Initiatives. Provides staff support within the Office of the State Conservationist and with all aspects of operation and management of assigned initiatives. Provides leadership as the state Big Game and Initiatives Coordinator.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.; OR Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience includes: Establishing statewide program priorities, fund management, interpretation and execution of agency policy, development of materials to support program implementation (assessment tools, technical guidance etc; Coordinating conservation outreach programs; and Developing, managing and tracking contracts and agreements.
