This position is located within the Nursing Operations service of the VA Eastern Colorado Healthcare System in Aurora, CO. The employee will verify and enter time in the timekeeping software for assigned areas, perform administrative and/or clerical procedures to support a variety of office, quality, and performance improvement initiatives and clinical functions. The employee will also train others and keep abreast of any changes to the timekeeping software and procedures.
Duties
Duties include but are not limited to:
Performs all timekeeping functions for a complex 24/7/365 service utilizing the electronic time and attendance system
Responsible for automated data processing (ADP) security management
Prepares timesheets for permanent storage
Prepares special reports required for management control, payroll reconciliation, and budgeting purposes
Manages timecard corrections accurately and timely and assists supervisors in correcting timecard errors
Provides customer service in person or by telephone and completes correspondence (e.g. answers written inquiries, prepares letters to obtain missing information, etc.) related to employee timecards
Reviews time and attendance reports for diversified time and leave units
Computes and corrects any irregularities and/or provides specific guidance for corrective actions when returning action to input source
Maintains suspense on actions returned and ensures all actions are processed within the specified timeframe.
Participates in quality and performance improvement initiatives at the service and facility level including responsibility for specific projects or initiatives.
Performs data collection monitors and data extraction and prepares trending charts and reports including analysis of trends for use in identification of key areas for improvement by management.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: verifying and electronically posting time and attendance records; maintaining/editing the tour of duty lists; entering electronic requests; customer service; advising on a variety of items pertaining to pay plans, tours of duty, timekeeping coding, premium pay, compensatory time, etc; analyzing errors and processing required corrections; communication via telephone, email, and personal inquiries

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (i.e. 6 months of specialized experience and 3 years of education above the high school level). NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with intermittent light lifting or carrying of 15 lbs. or less, reaching, pulling, sitting, bending, as well as carrying files and office supplies. Significant work with computers for long
periods of time is required. Walking frequently to various pharmacy and patient care areas is required for obtaining time sheets, meeting with staff and supervisors for training as well as time and attendance issues, and clearing timecard exceptions.
