This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service. This position involves working as part of an electrical team to perform installation, maintenance and repairs.
Duties
Installs underground cable, conduit and ductwork. Strings lights and power wires on cross arms and through ducts and manholes; makes electrical connections; and splices cables.
Operates aerial trucks and associated equipment and drives a utility truck or similar vehicle to and from the work site in order to transport self, supplies and other employees.
Works on power cables, traffic light controls, insulators and control equipment such as switches, circuit breakers and panels using proper safety procedures at all times.
Perform installation, maintenance and repairs on electric power control equipment, distribution lines, traffic light controls or electric-generating equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires employee to obtain and maintain a valid Class B Commercial Driver's license (CDL) within 12 months of the initial start date. Once certification is achieved, there is a requirement for continuous training.
- This position is subject to the provisions of the Federal Workplace Drug testing Program(s).
- This position is designated as essential during inclement weather.
- The employee will be required to successfully pass physical examinations as required by Federal and Office of Safety and Occupational Health Administration guides.
- The Employee must possess and maintain a valid state driver's license.
- The Employee will be required to obtain and maintain any installation and/or DOD license required for the type vehicle being operated.
- This position is approved for Hazardous Duty Pay and the incumbent is eligible for hazard duty pay differential pay.
- The Employee will operate a utility truck or similar vehicle to and from work site in order to transport self, supplies and other employees.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) High Voltage Electrical Worker (Motor Vehicle Operator) ~ without more than normal supervision. I have the ability to perform common duties performing electrical work in all weather conditions with varying voltages. I can check electrical devices such as ohmmeters and voltmeters for continuity, resistance, and voltage. I can read and understand commonly used drawings and diagrams of distribution networks and equipment interconnections. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort - Frequently performs moderately heavy lifting, pulling, and carrying of equipment and material weighing up to 18 kilograms (40 pounds) and occasionally, they lift or pull heavy cables and equipment weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. Employee will use lock and tackle, pulleys, or other lifting devices. Employee is required to crouch, stand, kneel and stoop while installing, repairing or testing electrical equipment in confined spaces such as enclosed switch gear, or in structures such as overhead bus and conduit assemblies. Works from aerial bucket trucks and poles, at ground level, and in trenches, or manholes. Work requires bending, stooping, climbing and standing for long periods while installing, repairing and testing electrical equipment in manholes and on overhead distribution lines.
Working Conditions - Work is performed both inside and outside. Employee is exposed to danger from explosions of equipment and cables in manholes and vaults, as well as danger from high voltage electrical shock, burns from solder, broken bones, cuts and bruises. Exposed to heat and noise when working in substations or power-generating facilities, to extremes of weather when working outdoors, and to unpleasant odors and wet slippery surfaces when working in manholes. Subject to electrical burns while working around high voltage electrical lines, broken bones from falls from poles, and strains from awkward working positions. Exposed to chemicals such as insulating oil from transformers and oil switches. Employee is required to wear protective clothing which may include, but is not limited to ear plugs, safety hats, nonconductive gloves, and safety shoes.
