This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include, but are not limited to: Direct the day-to-day clinical and administrative activities of the Suicide Prevention team. Oversee use of time by all Suicide Prevention staff and coordinate their assignments and work duties. Direct the day-to-day activities of the Suicide Prevention Case Manager (SPCM) and Suicide Prevention Team data manager. Clinically supervise consultation of SPCM with providers of all disciplines throughout the hospital. Monitor program operations and outcomes, making changes to clinical interventions, documentation of care, program materials, team work assignments, schedules, outreach activities, and other program elements in order to maintain outcomes of the highest quality. Responsible for purchase and distribution of program clinical guidelines (e.g. safety planning pocket reference guides for primary care providers), brochures, promotional materials, and other supplies. Through community outreach activities and Veteran stand down events, responsible for dissemination of these materials to community partners and Veterans throughout the VAMC's catchment area. Authority to modify policies, processes, and operations used by the Suicide Prevention Program to achieve program goals. Also responsible for reporting on policy compliance to facility and VHA program leadership. In Joint Commission surveys and OIG reviews, is accountable for facility compliance with Suicide Prevention policies. Responsible for the training of all facility clinicians, including primary care PACT providers, specialty care teams, and mental health clinicians of all disciplines, and front line staff in the recognition and management of suicide risk. Responsible to train community agency partners in VA best practices in suicide prevention, and is accountable to VHA program staff quarterly for the provision of this training. Collect, analyze, interpret, collate, and present data on SP program operations and outcomes to Service Chief, to facility leadership, and directly to the National VHA Program Office. Responsible for researching and immediately drafting Issue Briefs upon learning of Veteran suicide. Prepare and present data on suicide attempts and completions through VA Suicide Prevention Action Network (SPAN). Report on suicide risk management activities and outcomes to Behavioral Health Council. Assure that suicide behavior reports (completed by clinicians throughout the hospital) are submitted in CPRS. Track all suicide attempts and patients with serious suicide ideation through the use of the Suicide Behavior Report (SRB) or similar self-injurious behavior tracking device. Implement the use of the device and be made aware of all suicide attempts, and of all patients with serious self-injurious ideation. Work with the VISN SPC Committee and other VA facilities to assure that options are available for the treatment of Veterans at risk for suicide or self-injurious behavior, and that mechanisms exist for assuring that these resources can be accessed without delay at any time. Provide staff and patient education during Suicide Awareness Week, which is usually the second week in September of each year. Educational activities may include displays and exhibits regarding suicide prevention. In addition, educational activities may provide information about the VA National Mental Health Crisis/Suicide Hotline discussion, and other support services available. Maintain regular contact with staff at Canandaigua Center of Excellence who will provide training, education, mentoring, and technical assistance and participate in quality management reviews. Oversee SPAN database, data entry. Manage REACH VET program database, facilitation, tracking, dissemination of information, and provider education. Manage program resources (human, financial, material or informational) to facilitate safe, effective and efficient care. Effectively manage program/service resources to increase efficiency, cost effectiveness and maintain a safe environment. Identify and analyze potential/actual problems involving resource or safety issues. Provide clinical consultation to providers of all medical and mental health disciplines and clinical oversight of program. Provide timely clinical service in an assessing, intervening or consulting role to reduce risk in a suicidal or self-injurious patient. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.). English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; OR a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. GRADE DETERMINATIONS: Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. PREFERRED EXPERIENCE: Experience with Veterans and with suicide prevention programs. PHYSICAL REQUIREMENTS: Light lifting (under 15 pounds), use of fingers, both hands required, able to see computer screen, and hearing (aid may be permitted).
