This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Duties include, but are not limited to: Provide broad program management responsibilities of a clinical care team, including leadership in the development, implementation, evaluation, and oversight of a program responsible for highly complex clinical care of Veterans. Lead a multidisciplinary team that may include social workers, other health care professionals, community outreach specialists, data specialist, and trainees. Responsible for the development, implementation, and oversight of operational policies and procedures for the treatment team, with the approval of the affiliated Chief of Behavioral Health. Conduct ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s). Monitor MGVAMC adherence with standards for key Performance Metrics, including relevant SAIL metrics or other performance measures related to suicide risk assessment or management. Responsible for Office of Inspector General (OIG) visits related to MGVAMC compliance with the suicide prevention program requirements. Responsible for addressing the Joint Commission Behavioral Health Standards related to suicide risk assessment and management. Support subject matter expert interviews with organizations and committees surveying the facility for quality of services or regulatory compliance. Maintain the MGVAMC list of patients at high-risk for suicide and reporting requirements to the National Suicide Prevention Office through the Suicide Prevention Applications Network (SPAN). Ensure MGVAMC mental health follow-up of Veterans placed on the high-risk for suicide list. Responsible for the educational program training MGVAMC providers, Veterans, families, and members of the community on risk factors and warning signs for suicide, and treatment options. Organize and lead team meetings in order to facilitate case disposition, care management, effective delivery of clinical interventions, and the adherence to administrative demands. Monitor and distribute provider-specific workload reports to team members and ensure provider adherence to work load standards. Plan work to be accomplished by team members, including establishing priorities, timelines for completion, and necessary adjustments therein. Ensure timely access to care of patients assigned to the team, in accordance with local and national policies. Initiate and maintain liaisons with associated MGVAMC health care programs in order to effectively coordinate services. Monitor compliance of team members with VA performance measures and effectively shape provider practice patterns to improve standing on performance measures. Provide clinical supervision, as appropriate, to assigned team members regarding adherence to MGVAMC medico-legal standards and policies, documentation of EHR procedures, and the clinical management of difficult, complex, and dangerous patients. Provide leadership in hiring of new staff members for the team, which may include constructing job announcement(s), preparing functional statements, and/or selecting final job candidates. Assume responsibility for taking appropriate disciplinary actions for employees with performance problems in a timely and effective manner. Ensure that appropriate coverage is arranged for patient care responsibilities when staff members are on leave. Initiate performance awards for outstanding employees, and complete administrative paperwork with both accuracy and timeliness. Facilitate liaisons with other health care programs in order to effectively coordinate services. Protect printed and electronic files containing sensitive data in accordance with provisions of Federal privacy acts and confidentiality statutes. Ensure that staff are appropriately trained to support the VA National Suicide Prevention Program's suicide surveillance mission. Provide clinical consultation to providers of all medical and mental health disciplines and clinical oversight of program. Provides timely clinical service in an assessing, intervening, or consulting role to reduce risk in a suicidal or self-injurious patient. Ensure contact with Veterans who have been identified as surviving an attempt or who are identified as being high risk. Personal contact will be made with the Veteran and the SPC will establish US mail contact with him/her in order to provide an "enhanced care" model of prevention. Document the nature of follow-up and plans for continuing treatment in the electronic medical record. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. BASIC REQUIREMENTS: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. (COPY OF ADVANCE PRACTICE LICENSE REQUIRED FOR GS-12) GRADE DETERMINATIONS: Social Worker (Program Coordinator), GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. (b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. (c) Ability to supervise multidisciplinary staff assigned to the program. (d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (e) Ability to provide training, orientation, and guidance within clinical practice. PREFERRED EXPERIENCE: Experience with Veterans and with suicide prevention programs. PHYSICAL REQUIREMENTS: Light lifting (under 15 pounds), use of fingers, both hands required, able to see computer screen, and hearing (aid may be permitted).
