The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
Assist the Group Chief in overseeing the formulation and execution of the NIP budget and ensure resources are allocated efficiently to maximize the effectiveness of IC programs.
In support of the Group Chief, oversee the development, prioritization, and implementation of Intelligence Community (IC) budget activities, such as budget reviews, preparation of DNI budget decisions, support the preparation of budget justification materials and appeals of Congressional budget actions.
Oversee and direct IC funds control activities, including reprogramming's; funds apportionment, allotment, and allocation of appropriations; budget analysis and budget execution assessment.
Lead the comprehensive reporting and analysis on budget data, ensuring compliance with applicable laws and regulations. Identify and evaluate key budget issues for consideration by IC principals.
Serve as primary interface with the IC components, the Office of the Secretary of Defense (OSD), and the Office of Management and Budget (OMB) on budget issues.
Collaborate and liaise with OMB to direct the apportionment and allotment of NIP funds and monitor NIP execution.
Work with ODNI components identifying resources to support IC mission gaps and realignment of funding to meet intelligence needs.
Lead evaluations of IC Program investment proposals and provide assessment of their impacts to the National Intelligence Program. Advise and provide guidance to defend the NIP budget at hearings, meetings, and other public Office of the Director of National Intelligence (ODNI) fora.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.
Qualifications
Mandatory Requirements:
Proven leadership ability to manage competing priorities, under strict deadlines, while maintaining a high-level of attention to detail.
Exceptional knowledge of research methodologies to evaluate intelligence programs, analyze issues, and make recommendations to leadership.
Deep experience to evaluate IC and DOD major system acquisition programs and assess validity of capability requirements, independent cost estimates, and budgetary impacts to the NIP.
Exceptional understanding of the budgetary aspects associated with the IC defense and non-defense appropriated programs and the interactions with their departments.
Exceptional ability to evaluate and integrate differing viewpoints into an IC perspective in order to increase a comprehensive understanding of key issues and communicate alternative perspectives.
Exceptional program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the IC.
Exceptional representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products.
Education
Bachelor's Degree.
