Duties
Performs administration of the Quality Assurance provisions of contracts by designing, implementing, and maintaining a risk-based surveillance program and assessment plan.
Applies auditing principles, statistical techniques, and continuous improvement methodologies to assess the adequacy of contractor processes to consistently conform to contractual requirements.
Serves as the agency's delegated functional representative on DoD wide permanent or ad hoc working groups, committees, process action teams, special groups, and study groups which develop policy or guidelines.
Evaluates existing systems and methodologies; analyzes the effectiveness of program operations in meeting established goals and recommends corrective action as appropriate.
Reviews and evaluates new techniques and state-of-the-art concepts, trends and methods; evaluates special processes and related materials for incorporation into agency and DoD program management and manufacturing assurance procedure reviews.
Conducts field surveys and customer assist visits to provide technical guidance and assistance for management and application of process improvements to established program management.
Functions as an Operational Command Staff Quality Assurance Representative (QAR) providing direct support and guidance to field Contract Management Offices (CMOs) on technical matters.
Conducts research events and briefs Command leadership on technical operations impacts to CMOs.
Serves as the Command POC for a number of Technical Manuals and provides as a direct link between DCMA HQs and the Command field personnel.
Completes metrics gathering and data analysis to improve Command and CMO operations.

Qualifications
To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Providing technical oversight of quality programs/systems developing surveillance plans, analyzing processes, and conducting risk assessments.
Assessing the adequacy of contractor processes and identifying opportunities for process improvements.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
