The Assistant Health Housekeeping Officer is located in the Environmental Management Service (EMS) at the Southern Arizona VA Healthcare System in Tucson, AZ. They will plan, manage, and conduct effective hospital housekeeping programs, acts as a full Deputy to the Chief of Environmental Management Service, substantially sharing the technical and managerial responsibilities of Environmental Care as well as being responsible for all sections of EMS in the absence of the Chief, EMS.

Duties

Duties include but are not limited to the following: Provides the technical expertise and administrative supervision to Environmental Management Service unit supervisors, delegating authority and holding them responsible for the performance of their respective units. Oversees the daily operation of EMS, ensures that Sanitation Operations and Waste Management policies and/or priorities are being followed. Develops and implements or modifies organizational structures and operating plans and procedures to achieve EMS program goals, monitoring effectiveness and efficiency of operations within guidelines, and adjusting, as necessary. Communicates VA, VISN and facility policies and priorities to supervisors, ensuring the entire department is made aware. Oversee development of cleaning procedures, frequency of cleaning schedules and cleaning supply usage instructions designed to maintain high quality visual and bacteriological cleanliness throughout the hospital. Instruct subordinate supervisors to maintain the unique physical characteristics in a healthcare setting and apply diversified functions of specialized medical center departmental EMS programs; maintaining this cleanliness by conducting an extensive in-service sanitation inspection program covering all areas of responsibilities. Linen Distribution and Uniform Issuance Program: Ensures that linen and employee uniforms are managed, delivered, and secured throughout SAVAHCS. Pest Control: Administration of Integrated Pest Control Services to include the control of all rodents and pests for all interior and exterior buildings, grounds, and outlying areas. Ensure the Pest Management Program follows VA directives and policies as well as county, state, and other federal guidelines. Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors. Serve as the contracting officer's technical representative on designated contracts and determine whether a contractor and/or contract work meets standards to authorize payment from EMS. Serves as subject matter expert for all environmental programs, policies, directives, and MOU's. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): Specialized Experience above the GS-5: Experience in in two or more of the following areas or other work related to the position to be filled such as: (1) Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and sterilization of surfaces and equipment; (2) Experience in laundry and linen management; (3) Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposal; (4) Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences or meetings, facility tours, facility inspections, conducting presentations, and occasional visits to various work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required. The regular and recurring work of the position is performed in a work environment that involves normal everyday low risks or discomforts typical of offices, patient rooms, sterile environment, hazardous environment, or commercial vehicles. The work areas are lighted, heated, and ventilated.
