The primary purpose of this position is to serve as a training instructor responsible for the delivery of instruction or training services. Individual will serve as training specialist responsible for developing and/or evaluating training materials for assigned military, civilian, and contractor personnel of the 91st Missile Wing, 91st Maintenance Group and detachments.
Duties
Manages the 91st Maintenance Group ancillary training program.
Develops and Utilizes Education and Training Materials and Testing Procedures.
Conducts classroom training courses for 91 MW Staff and 91 MXG personnel.
Serves as the initial point of contact for visitors and callers within and outside the office.

- May be required to stand for several hours at a time while instructing in a classroom or field environment. However, the work is primarily sedentary and performed in an office setting

- May be required to lift at least 50 pounds of equipment for flood control preparation utilizing portable pump curricula
- Perform some manual labor tasks in order to demonstrate proper setup and use of equipment and vehicles for flood control operations
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian. Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of a wide range of conventional concepts, principles, and practices associated with training program management sufficient to independently develop, conduct, and evaluate difficult, but well-precedented formal and informal training programs; Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, training resources, and test and measurement; Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to the area of responsibility, as well as knowledge of the installation/command mission and organization; Knowledge of service-based occupations and the associated training/certification requirements for military and civilian personnel assigned to the organization; Knowledge of standard analytical and evaluative techniques to analyze training requirements, plan for and develop training materials, evaluate training effectiveness, and solve problems relating to training and readiness issues; Knowledge of various office automation software programs, tools, and techniques to support training operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

EDUCATION: Successfully completedMaster's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS- 07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of specialized subject matter directly related to missile maintenance career fields and assigned course or courses of instruction (normally acquired by on-the-job training, formal training, study and practice). Knowledge of unit, base, MAJCOM, and other AF programs in order to meet identified requirements.
2.Knowledge and skill in principles, methods, techniques, and practices used in a classroom environment through a structured training program such as Principle of Instruction, and practical experience conducting training and operational instruction of an assigned curricula. Ability to instruct training courses in a classroom, seminar, or field setting as required.
3. Knowledge of, and skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources and assess overall effectiveness in order to meet identified training requirements.
4.Skill in the use of automation software and related equipment. Skill as a qualified typist is not required. Skill in developing course materials and presenting formal and informal courses and briefings.
5.Knowledge of safety and security regulations, practices, and procedures, as well as various related programs used as regulatory mechanisms to determine overall readiness of personnel and equipment. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets.
6.Ability to communicate effectively, both orally and in writing, to include the ability to deal with diverse populations from educationally disadvantaged or vocationally underdeveloped to college graduates is necessary. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis to resolve complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
