THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AUDITOR (TITLE 5), Position Description Number T5148P01/T5147P01/T5145P01 and is part of the TN ARMY Army National Guard. This vacancy is not eligible for membership to a labor organization.

Duties

As an Auditor, GS-0511-09, you will Independently perform routine or limited reviews of accounting and operational functions or assist higher-graded auditors with full-scale, more complex studies. Provide professional advice and assistance in matters involving regulatory requirements, statutory provisions, procedures, systems, or problems arising from changes in mission, programs or organizational structure. Confer with representatives of higher headquarters or other agencies to coordinate assignments. Arrange or attend in-briefs with management officials. Perform other duties as assigned. As an Auditor, GS-0511-11, you will utilize professional accounting and auditing knowledge, provide recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Review automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Perform a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data. As Auditor, GS-0511-12, you will, as senior evaluator, distribute and monitor workload among lower-graded evaluators in accordance with established workflow or job specialization to ensure timely accomplishment of the assigned mission. Utilize professional accounting and auditing knowledge, provide recommendations in solutions of accounting and operational problems and implementation of new or changed regulations, procedures and analysis of automated systems. Review automated accounting and financial systems and identify the need for changes to enhance system capability to track and report financial events and operational data used by local management. Perform a variety of assignments that are without precedent and that require considerable ingenuity in devising an approach. In direct coordination with responsible management officials, evaluate the validity of findings and recommendations identified by external audit agencies. Perform other duties as assigned.

Requirements

  • As a condition of continued employment in this GS-0511 position, the incumbent must complete the higher financial management certification within 24 months of appointment to the position. (GS-12 must obtain Level 3 certification).
  • All auditor employees must obtain and maintain the appropriate certification requirements and consistently maintain certification levels.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

GENERAL EXPERIENCE:All on-board Series GS-0511 personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must meet the following seven basic qualification factors: 1. Skilled in collecting and analyzing data effectively, efficiently, and accurately; 2. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; 3. Ability to write English in reports and presentation formats; 4. Ability to comprehend and/or apply problem-solving and negotiating techniques; 5. Skilled in working with multiple software computer programs; 6. Skilled in presenting formal training presentations and briefings; and, 7. Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: GS-0511-09: Must have at least 18 months of auditing experience applying a professional knowledge of accounting and auditing theories, principles, practices, automated systems and related regulatory and statutory requirements to identify deficiencies or problems such as documentary evidence and non-compliance with laws and regulations. Experience providing professional advice and assistance in matters involving regulatory requirements, statutory provisions, and procedures. Experience arranging or attending in-briefs with management officials. Experience drafting reports which present findings, identifies causative situations and recommends corrective action. GS-0511-11: Must have at least 24 months of auditing experience and competencies that provide knowledge of auditing principles and procedures. Must have an excellent understanding of the basic principles and concepts of the audit business program requirements. Experience demonstrating competencies to conduct audits in accordance with directives and policies; ability to study and evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability. Experience that concerns obtaining sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion in regard to the activity under examination. Experience in conducting examinations and tests that use statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their financial responsibilities, or to determine that the financial records were maintained in accordance with applicable regulations. Experience and education that demonstrate the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. GS-0511-12: To qualify for GS-0511-12 position, applicant must be eligible for entry into financial management certification career program. Must have at least 36 months of financial audit and/or performance audit experience that led to objective and systematic examinations and resulted in independent audit assessments of an organization's structure, performance, efficiency, program, activity, or function. Experience and competency that provides an in-depth knowledge of auditing principles and procedures. Experience in audit preparations, planning, conducting, and reporting with a full-range of competencies in the auditing business that successfully accomplished intended purposes. Meet or exceed operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrate experience in conducting audits that involve evaluating financial management in terms of economical use of property and personnel. Audit experience that includes adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. Specialized audit program experience that includes audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause-and-effect factors. Experience that involves presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable cost. Practical understanding of the principles and concepts of the audit business program requirements. Auditor experience and training that demonstrate the ability to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.

Education

Education Requirement:

Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."
