Duties
This role provides to manage and execute environmental programs for the U.S. Coast Guard and to serve as an advisor on all aspects of the assigned environmental areas.Followed with bullets: Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Serving as lead installation technical expert on environmental program issues, advising and regularly briefing top management, supervisors, staff, contractors, and operating officials on matters concerning environmental compliance, pollution prevention / sustainability efforts, and overall state of environmental stewardship throughout the installation. - Identifying the need for the development, improvement, or updating/changing of local environmental program guidance documents.- Conducting inspections of facilities and equipment, internal audits of installation activities and operations, reviews of operating records and data, sampling and analysis, and oversight of contractor project work to identify areas of concerns / environmental compliance risks, and opportunities for enhanced environmental sustainability.- Training and educating personnel at all levels on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives – develops formal / informal training programs and procedures; documents results.- Developing technical reports and position papers on environmental issues and concerns.- Managing program resources; developing budget requests and supporting documentation and justification for program resource requirements. - Developing and implementing policy and procedural documents to comply with current and new/changing environmental regulations promulgated by federal, state, and/or regional/local agencies, requirements and goals of Executive Orders, or directives.

Qualifications
Qualifications for GS-12: Applicants must possess at least one year of specialized experience equivalent to at least the GS-11 level in the federal service;Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Managing environmental programs ensuring that the governing laws are abided; evaluating, obtaining and maintaining required permits; identifying, developing, implementing and tracking plans related to environmental impact and risks; researching information, preparing reports and following up on findings fo noncompliance notices of violations; evaluating reports of mold and arranging local or contacted remediation.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

*Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
