The VISN 15 Chief Nurse of Connected Care (CC) is a VISN based leadership position located in VISN 15. The CC Chief Nurse is under the administrative supervision of the VISN Chief Medical Officer and the clinical supervision of the VISN Chief Nurse or, if no VISN Chief Nurse available, to the VISN Quality Management Officer.

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The major duties and responsibilities of this Nurse includes but are not limited to: Provides executive nursing leadership to a VISN-wide Connected Care Program (CCP) & Remote Patient Monitoring - Home Telehealth (RPM-HT) program. Developing systems to enhance overall operations and communications with the VISN CC program & Remote Patient Monitoring - Home Telehealth program. Collaborates with the VISN Chief Nursing Officer (CNO) and VISN Quality Management Officer (QMO) to ensure the provision of safe, high-quality care in alignment with the High Reliability Organization. Assesses, plans, and evaluates the processes and operations of the VISN CCP & Remote Patient Monitoring - Home Telehealth program. Manages new telehealth equipment pilots for the VISN to include: Telehealth / RPM-HT technology equipment review, testing, configuration, installation and verification of equipment's ability to integrate into existing VA network. Identifies the developmental and training and orientation needs for telehealth/ RPM-HT staff at the VISN and facilities sites. Develops technical training and Quick Reference Guides for telehealth and connected care technologies and provides training to VISN site telehealth/ RPM-HT/connected care end-users and technical support tiers. Develops comprehensive policies for delivery of telehealth/RPM-HT/connected care technologies and technical support applications. Develops , tracks, and disseminates outcome measures, including technical data and staff satisfaction measures related to telehealth/ RPM-HT/connected care technology and technical support. Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity and effectiveness of telehealth/ RPM-HT/connected care technologies and integration of said technologies to meet clinical need for the across the VISN. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Master's or Doctoral Degree from a program accredited by the Accreditation Commission for Education in Nursing or the Commission (ACEN-Formerly NCLAC) or the Collegiate Nursing Education (CCNE). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Nurse Practitioners must be licensed or otherwise recognized as a nurse practitioner in a State and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Preferred Experience: Education: Doctoral Degree Preferred. National Certifications: Ambulatory Care Nursing Certification (AMB-BC); Certified in Executive Nursing Practice (CENP); Nurse Executive-Advanced (NEA-BC); Nurse Executive Board Certified (NE-BC); Certified Professional in Healthcare Information and Management Systems (CPHIMS); Certified Professional in Digital Health Transformation Strategy (CPDHTS); AMIA Health Informatics Certification (AHIC) Type and Years of Nursing or Other Experience: 2-4 years primary care or specialty care nursing/clinical experience. > 1 year in nursing informatics or clinical applications coordinator. > 2 year with experience with VA health care/applications: RPM-HT, My HealtheVet, VA Health Chat, Secure Messaging, My VA Images, Tele-Health, VVC, Online Scheduling, Grid Management, Clinic Operations. System Redesign Green Belt or Black Belt Preferred. > 1 year in educational services as trainer for primary or specialty care and/or VA technologies. Type and Years of Leadership or Supervisory Experience: > 2 years VA nursing management experience as Chief Nurse of Primary Care or Specialty Care or National/VISN/Consortium lead for PC or SC. > 4 years as Nurse Manager of Primary Care or Ambulatory Services. Knowledge Skills Abilities (KSA): 1. PCMM Management. 2. Capacity Management. 3. Performance Measurement. 4. Technical Credibility. 5. Oral/Writing Skills. 6. Clinical Oversight and Auditing 7. Change Management Experience With Specific Software Or Programs: VISTA, PCMM, VA Scheduling. CPRS, Microsoft Excel, Microsoft Word, Microsoft Power Point, Power-Bi, Pyramid Analytics. VA Connected Care and VVC Now Applications, Medtronic or Cognosante Applications, Tele-Health, Virtual Care Manager, VA Loaned Devices for Veterans, Mobile Applications; My HealtheVet, Annie App. Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. in the performance of duties, the incumbent may be required to drive and/or ride in a GSA-vehicles.
