This position is located at an ANG Wing on Kelly AFB in San Antonio, Tx. The primary purpose of this position is to implement and administer the Knowledge Management Program within the Wing tenants and (GSUs). This includes the management, organization, direction, control, and customer education of all actions associated with the collection, creation, use, and dissemination of official information, and related records to include Wing, tenants and GSUs if assigned.

Duties

RECORDS & INFO MANAGEMENT SPECIALIST (KNOWELEDGE MANAGEMENT) GS-0308-9/11 GS-0308-09 Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of knowledge management programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures used in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions on course of action for problems not covered by instructions, policies, or accepted practices of the occupation. Work consists of different and unrelated processes and methods requiring the incumbent to recognize conditions and elements that must be identified and analyzed to discern interrelationships. Searches technical literature, reports, and other reference material to locate information requested by senior personnel. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences; and performing analysis and providing recommendations to resolve issues. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work. Performs other duties as assigned. GS-0309-11 Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits. Provides guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Promotes Wing's use of knowledge management and information sharing practices. Possess a thorough understanding of Air organizations, missions and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies. Facilitate a clear understanding of the needs and requirements of information required by the end-users. Promotes knowledge sharing between information owners and users through the organization's operational processes and systems. Facilitates collaboration for the Wing, tenants and GSUs through use of the latest technologies. Manages overall processes for organizations to plan, coordinate, share and control information. Possess knowledge of the organization's core business/mission processes and procedures. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Migrates content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice through the analysis of current and projected work methods. Determines how knowledge will be structured, shared, controlled and accessible for the various needs of the organization. Serves as the primary liaison between users, functional areas, and technology. Manages the Records Management (RM) and Records Life Cycle Program. Enforces statutory records management requirements, to include training, policies, and technologies. Identify, organize, protect, share, archive, and dispose of official government records through automated management systems. instructions, and general guidance Collaborates with Wing IT security specialists to conduct risk analyses, security tests, evaluations. Creates security reports for submission. Administers user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations. Performs other duties as assigned.

To qualify at the GS-09 grade level your resume must include relevant experience and or education at the next lower grade GS-07 or equivalent with beginning and ending dates reflecting the following: Specialized Experience: Knowledge of principles, concepts, and theories of Knowledge Management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. AND Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from several possible alternatives. AND Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. AND Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. AND The ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management and the ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. or master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. or LL.B. or J.D., if related To qualify at the GS-11 grade level your resume must include relevant experience and or education at the next lower grade GS-09 or equivalent with beginning and ending dates reflecting the following: Specialized Experience: Knowledge in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues or problems deal with readily observable conditions (e.g., office or shop layout, workflow, or working conditions), written guidelines covering work methods and procedures such as performance and production standards, and information of a factual nature (e.g., number and type of units produced or capability of equipment). Included at this level is knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Assignments typically involve using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures.
