Duties
The U.S Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Off ice of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Off ice of the Chief Information Off icer (OCIO) is a customer service organization dedicated to providing information DOL's key technology solutions and leadership. This position participates in one or more essential components of DOL's information technology program.
Plans and carries out difficult and complex assignments using conventional approaches and techniques.
Interprets IT policies, standards, and guidelines; provides advice and guidance on a variety of issues.
Conducts analyses and recommends resolution of complex issues affecting the specialty area.
Evaluates and recommends adoption of new or enhanced approaches to delivering IT services.
Tests and optimizes the functionality of systems, networks, and data.
Identifies and defines business or technical requirements applied to the design, developments, implementation, management, and support of systems and networks.
Ensures optimal use of commercially available products.
Evaluates proposals for the acquisition of IT products or services.
Prepares and presents reports.
Represents the organization in interactions with other organizations.
Other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section OR the Specialized Experience to qualify for IT Specialist, as described below.
For GS-11 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-09 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-11 includes:
Demonstrated experience with common service desk and IT security procedures, practices, and service management tools to provide high quality virtual and in-person IT support.
Subject matter expert with triaging, troubleshooting, and resolving complex IT software and hardware issues, and providing answers to technical questions.
Experience installing, configuring, and troubleshooting commercial off-the-shelf (COTS) products such as desktop/mobile operating systems, desktop/mobile software on devices, and peripherals.
Experience creating, reviewing, and maintaining content for standard operating procedures, job-aids, knowledge base articles and services in a self-service web portal.
Proficiency evaluating and recommending the adoption of new or enhanced approaches to delivering high quality IT service desk services.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
