Duties

Provides resources for the overall planning and policy development of health services delivery at all health facilities within the Region. Provides continuous monitoring of the delivery of health services throughout the region, with specific reference to medical administrative aspects and processes, within the framework of existing and developing standards and program missions. Reviews and monitors health services delivery within each of the regional institutions and regional contract correctional facilities to ensure consistency and equality throughout. Provides information and guidance concerning the development and availability of training programs for all categories of health services personnel. Conducts in-depth surveys of regional institutional health services activities and trends, and prepares comprehensive evaluations and recommendations for the Regional Health Services Administrator.

Qualifications

To be considered for the position, you must meet the following qualification requirements. Basic Requirements: Education: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND In addition to meeting the Basic Requirements, applicants must have the following: Education GL-09: Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Major study must be in - hospital administration, public health administration, or related fields, such as business or public administration with course work in health care administration. OR Experience GS-09 and GS-11: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-09: Experience in a medical setting and be familiar with medical terminology and community medical standards. Knowledge of policies, procedures and standards of the institutions, Health Services, BOP and the Joint Commission on Accreditation of Hospitals. Knowledge of the theory and principles of management and organization, administrative practices and procedures common to organizations, pertaining to channels of communication, delegations of authority, routing of correspondence, filing systems and storage of files and records. GS-11: Knowledge of unique health care needs in a correctional setting and how to implement a comprehensive health care delivery system. Knowledge of administrative management and leadership skills to ensure administrative support of all activities in a correctional health care delivery system. Knowledge of policies, procedures and standards of the institutions, Health Services, BOP, ACA, and the Joint Commission on Accreditation of Hospitals. Experience applying basic fiscal management principles within a medical setting, an understanding of agency’s budget systems, and an awareness of the cost of medical services and equipment. ORCombination of Education & ExperienceGS-09 and GS-11: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
