The Supervisory Medical Support Assistant (Supv. MSA) position is assigned to the Health Administration Service (HAS)/Wards Administration Section of the Hospital Unit and the Emergency Room and serves as administrative support within the Phoenix VA Medical Center. The incumbent in this assignment will support and can be assigned to work the hospital inpatient and the emergency room.

The salary range listed on this announcement only reflects the General Schedule incorporating Rest of U.S. basic pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific location.
Candidates will be reviewed for minimum qualifications as outlined in the qualifications section of this announcement and referred to the Phoenix VA Health Care System Supervisory Medical Support Assistant Interview panel no later than 60 DAYS OF THE VACANCY CLOSURE.
Selected candidates should plan to report to Phoenix VA Health Care System for fingerprinting and a Physical evaluation. In addition, you will be contacted by various entities within Human Resources to begin all pre-employment processes and must satisfy all condition of employment before a firm offer of employment is made.
Major duties include, but are not limited to:
Assigning and evaluating the work of subordinate staff.
Resolving complex problems to ensure patient services are met.
Evaluating new products, equipment, and systems to make recommendations for improved operations, Identifying educational or training needs.
Making final decisions on selections.
Evaluating performance and taking disciplinary action when necessary.
Extracting and analyzing data to provide reports in support of performance measures to senior management.
Reporting backlogs, difficulties in meeting deadlines, or difficulty in securing information from clinicians or the record.
Maintaining the confidentiality of information obtained to carry out required duties.
Communicating with physicians, case managers, and other allied health professional staff using sound interpersonal skills and is constantly aware of the sensitive information.
Daily review of active and pending return to clinic orders, admission, discharge and transfers and communications for accuracy and disposition.
Work collaboratively in an interdisciplinary coordinated care delivery model, Inpatient Wards and Emergency Room and performs all related duties, customer service and other duties assigned for the proper and timely treatment of patients and assure appointment schedules are maintained by AMSA staff.
Notify his/her supervisor when clinic access is less than desirable or if an individual patient cannot be scheduled within mandated clinic timeframes.
Ensure AMSA's schedule appointments and utilize the Return to Clinic orders, admission, discharge, and transfers orders accurately in a timely manner.
The Supervisory MSA will participate in daily team huddles and weekly meetings where patient care planning and management occur. Ensure all AMSA's staff is in attendance and understand the process.
Knowledge of VA regulations, Systems, local Medical Center Memoranda/policies, and standard operation procedures.
Ensure you include working with emergency room providers by ensuring patients are being checked & admitted to inpatient ward units timely & to ensure timely review of Bed Management System while supporting accurate admission, discharge, and transfer & transportation processes.
Expected to assist during staff absences by making work adjustments and communication to clinical providers.
Work Schedule: Monday through Sunday - Day, Mid, and Night Shifts Available to include weekends and holidays. (Subject to change based upon the needs of the agency.) Exact Schedule and Location will be discussed during the interview.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education. (1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position;
OR,(2) Education. One year above high school;
OR,(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.
Grandfathering Provision. All MSAs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held, [which] are [a] part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees may be reassigned, promoted, or [changed to a lower grade] within the occupation.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:GS-08 Supervisory Medical Support Assistant Experience. One year of experience equivalent to the [GS-7] grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.

Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training in a patient support setting.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

Physical Requirements: The work is principally sedentary. There is some walking, bending, standing, and carrying of light items, such as papers, and files, which are customary physical demands of the position. There is light physical activity including pushing, pulling, reaching, stooping, and climbing stairs.
