The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center, Engineering Division of Facilities Management Service, Hampton, VA, providing support for Hampton Medical Center and outlying Community Based Outpatient Clinics (CBOCs) for engineering divisions.

Duties

Duties include but are not limited to: Incumbent checks, reviews, and evaluates the work performed by his/her subordinate supervisors to ensure that the standards of quality, quantity, and efficiency of work operations are maintained. Ensures that all materials and equipment are ordered and received when required, and that all resources are utilized efficiently, e.g., manpower, materials and equipment. Periodically checks to see that work is accomplished as scheduled. Occasionally supervises NRM projects involving the mechanical, electrical, and building construction trades. Maintains overall control, keeps necessary records, prepares estimates and requests for change orders, checks daily reports of workmen for correctness and to see that the Contractor's personnel have been classified correctly; checks shop drawings, material samples and other submissions to see that they meet contract requirements. Occasionally supervises NRM projects involving the mechanical, electrical, and building construction trades. Maintains overall control, keeps necessary records, prepares estimates and requests for change orders, checks daily reports of workmen for correctness and to see that the Contractor's personnel have been classified correctly; checks shop drawings, material samples and other submissions to see that they meet contract requirements. Conducts site investigations (inclusive of existing conditions, exterior building envelope, parking orientation, landscaping accessibility, building utility systems, structure, walls, partitions, ceiling, etc.) to determine the feasibility of proposed projects. Assesses information gathered during site investigation to determine feasibility and formulates design solutions for all types of projects. Attends management meetings concerning hospital planning, design and construction. Works closely with the Engineering Division Manager and the Chief, Facilities Management Service in planning the medical center needs and in establishing project priorities, scopes, impacts and domino relationships. Works closely with doctors, nurses and other hospital professionals to design and develop a state of the art medical center environment of effective patient management. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervising employees of skilled trades such as carpentry, plumbing, electricity, and HVAC in a hospital or commercial maintenance environment. Overseeing ongoing maintenance contracts. Planning, estimating, and managing minor construction and improvement projects. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Project inspections require a great deal of walking, climbing, standing and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment come to the position. Work will involve mostly office work (50%) and some physical exertion such as walking, bending, stooping, climbing in utility rooms, crawl spaces, attics, boiler, and chiller plants (50%).
