This position is part of the Office of Science - Consolidated Service Center, Department of Energy. As a Contract Specialist, you will be acquisitioning support services and construction to help further the Office of Science mission. Examples include the acquisition of information technology, administrative, and scientific and engineering support services, and construction projects components of which, at times, consist of classified information and equipment.

- Occasional travel may be required.
- This position requires FAC-C Professional certification. You must successfully complete all mandatory training for 1102 series positions within 24 months of hire, failure to do so may result in removal.
- This position is included in a Bargaining Unit.
- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- This position has been designated as "L" and requires a security clearance at the Secret Level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

Qualifications
BASIC REQUIREMENTS for GS-12:
A. 4-year course of study leading to a bachelor's degree with a major in any field.
OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
BASIC REQUIREMENTS GS-13:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
SPECIALIZED EXPERIENCE REQUIREMENT GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
Applying a wide range of contracting methods and contract types to plan and carry out both pre-award and post-award procurement actions.
Assisting technical specialists with the planning of procurement strategies.
Applying contracting policies and procedures, negotiation techniques, and technical requirements to negotiate procurement of supplies and services.
Administering a variety of contracts, such as fixed-price, cost reimbursement or contracts with incentive provisions.
SPECIALIZED EXPERIENCE REQUIREMENT GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
Overseeing the planning, preparation and conduct of pre-solicitation, pre-proposal and/or post-award conferences and processes protests.
Developing procurement objectives and strategies by reviewing history, market conditions, specifications or technical data packages.
Managing the full range of contract management actions required for the execution of assigned acquisition program requirements.
Implementing earned value when managing large projects.

Education
