The primary purpose of this position is to administer the military and civilian Drug Testing Program .Report issues regarding the urinalysis program. Provide urinalysis training. Collect, inspect, package and ship urine specimens. Assist in providing outreach and administrative functions to support the Drug Demand Reduction Program Manager.

Duties

Serves as Drug Testing Program Administrative Manager (DTPAM) for the DoD military and civilian drug testing programs. Performs duties associated with the administrative management of the drug-testing program. Performs duties associated with the education and training of the drug testing program. Performs administrative duties such as typing, filing, record maintenance, and computer updates.

  • May be required to use privately owned vehicle (POV) to transport specimens or to conduct drug testing of personnel not able to report to the drug testing facility for health or medical reasons.
  • Drug testing outside of the normal drug testing facility will be determined by the DDRPM on a case-by-case basis.
  • This position may work uncommon hours including evenings, weekends, and holidays in order to observe, collect, and store specimens.
  • The employee may participate in various outreach programs, such as: health and wellness activities, promoting drug-free lifestyle, fitness, nutrition and an overall healthy lifestyle.
  • Qualified Typist desired.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,Technical and Medical Support Positions, Social Science Aid and Technician Series 0102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes collecting, analyzing, and summarizing testing data, recognizing problems, and making recommendations to the supervisor; ensuring confidentiality of sensitive medical information that testing may generate; providing expert testimony to judicial and administrative proceedings pertaining to urinalysis; documentation, collection, storage and shipment; performing duties utilizing office automation software to produce documents and functions related to the program. OR EDUCATION: One full year of graduate education. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the Drug Testing Program sufficient to gather data. compile reports. and make recommendations based upon individual analysis of programmatic information. Broad knowledge of the principles of the urinalysis chain of custody. In-depth knowledge of DoD Directives. Air Force Instructions. Command and local policies governing military and civilian drug testing procedures. General knowledge of medical terminology, testing concepts, and procedures conducted with the drug testing laboratory: to include knowledge of collecting, analyzing, and summarizing data, and to recognize problems and make recommendations to the supervisor. General knowledge of and experience with office equipment such as fax machines, copy machines, printers and computer systems used in an office environment; including the ability to print legibly; and produce clear and accurate documentation and reports. General knowledge of and experience with computer software such as email programs, databases, word processing, desktop publishing, etc. This includes the ability to communicate clearly and effectively, both orally and in writing, in order to represent status reports and responses to inquiries from various sources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
