This position is located in a State Office in USDA/Rural Development (RD). The incumbent serves as the state's authority for SFH direct program policies and activities. They will design, implement and direct a comprehensive single family housing loan and grant program. There is one vacancy that may be filled at any of the locations listed. Duties

Responsible for actively supporting the civil rights, fair housing, equal opportunity, diversity and inclusion programs in the office and communicating support to others. Represents the State Office single-family housing program with top management, partners, other State Office program directors, and others, including various political groups. Collaborates with the management team to develop and implement Rural Development’s marketing and outreach programs for the State. Directly supervises specialists and technicians assigned to the State Office single-family housing direct organization.

Requirements

  • You must be a US Citizen or US National.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-13 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12 or its nonfederal equivalent that demonstrates: Experience processing and servicing a full range of commercial and/or complex realty loans; servicing a loan portfolio of a bank or other loan association beyond consumer loans; or similar work which provided a knowledge and understanding of the technicalities of financing and credit of loan and/or grant programs. Experience must demonstrate use of judgment in providing financial management guidance to borrowers; ascertaining and analyzing borrower's financial capacity, and evaluating the general economic and financial conditions that affect the organization risk in granting, guaranteeing, or insuring the loan; and demonstrated leadership experience providing guidance and direction to a group of employees in processing and servicing loans and/or grant programs.
