This position is in the Agricultural Research Service (ARS), Field Organization, Pacific West Area (PWA), Location Support Staff Office located in Corvallis, Oregon.
In this position, you will provide a variety of administrative and clerical support by applying extensive knowledge of office functions, policies and procedures.
Duties
Manages the Research Support Agreements for the Location. Establishes and maintains Research Support Agreements (RSAs) for four research units.
Works closely with Research Leaders, Research Scientists, and Management Unit Secretaries and Program Assistants to establish RSAs that will be funded with federally appropriated and/or soft fund accounts.
Prepares and transmits time and attendance for Location Administrative Support Staff and back up for Research Units.
Prepares lump sum packages and monitors Headquarters processing to ensure employees receive payment and Location's employee roster is current.
Advises employees on personnel rules, policies, and procedures that affect them.
Conducts new employee orientation, ensures Entry on Duty paperwork is completed for all new employees.
Serves as Location Support Staff Office Government Commercial Purchase Card cardholder with a credit card purchasing authority up to $9,999 per single purchase.
Maintains tracking logs, action items, manages administrative suspense items and transaction records.
Requirements

Qualifications

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-06:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience producing documents while ensuring correct punctuation, spelling, and grammar; and reviewing personnel actions for completeness or inclusion of all necessary paperwork.
GS-07:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing or implementing new systems or administrative processes to meet office needs; monitoring or maintaining records for required annual employee training sessions; and ensuring accuracy of financial reports.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
