Duties

This position is located within the Department of the Interior, Bureau of Safety & Environmental Enforcement (BSEE), Gulf of Mexico Region (GOMR), Office of Incident Investigation (OII) in Jefferson, LA.. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Serve as Senior Investigation Coordinator for incidents/accidents (injury, lifting, fire, etc.) on offshore facilities related to oil, gas, and sulphur exploration, development, production, and related operations on OCS leases to assist the Districts and serve as an investigative resource to collect evidence, conduct interviews, and prepare incident reports published to the BSEE website. 2. Serve as panel chair or panel member for incident investigations (operational fatalities, serious injuries, loss of well control, major fires, etc.) related to oil, gas, and sulphur exploration, development, production, and related operations on OCS leases to determine incident cause(s) and recommend action(s) to prevent recurrence. 3. Serve as Senior Investigation Coordinator for complaints (walk-in, call-in, email, etc.) related to allegations or evidence of safety concerns and/or violations of non-compliance with administrative rules or regulations administered by BSEE. 4. Perform queries and analysis using various internal systems, including but not limited to: Technical Information Management System (TIMS), TIMS National Consolidated Information System (NCIS), eWell, etc. 5. Conduct statistical analysis on offshore incidents. 6. Make recommendations to management for Safety Alerts and regulation or policy changes or to industry for changes in recommended work practices. 7. Coordinate with other Federal agencies (via the appropriate Memorandum of Agreement or Memorandum of Understanding) to identify responsibilities in incident response, evidence gathering, and investigative course. The Bureau of Safety & Environmental Enforcement (BSEE) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-13, Step 1: $119,502 to Step 10: $155,357 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Participating in an offshore incident investigation (of injuries, fires, or lifting incidents, for example) involving complex oil and gas operations, including drilling operations and/or production operations; and 2. Writing investigative reports including detailed analysis and recommendations specifically related to offshore oil and gas operations; and 3. Conducting complete inspections of either well operations or production operations facilities, issuing incidents of Non-Compliance as needed; and 4. Applying investigative practices and principles during inspections where there is equipment failure or incidents/accidents which may have resulted in the loss of property/life, pollution, or damage to the environment. Must meet 3 of the 4. Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.asp Physical Demands and Medical Requirements The work while in the office is primarily sedentary and involves walking, standing, bending, carrying of packages, and ascending/descending of stairs. In addition, when necessary, the work involves extended flights over water in helicopters and access/egress to and from facilities to marine vessels. The demanding physical conditions require the employee to be in good physical condition and be able to successfully meet the requirements of the Medical Standards for BSEE. Position may require considerable travel and the ability to travel on short notice. Investigations require scheduled and short notice unscheduled visits to offshore drilling and production facilities to conduct investigations. Work Environment The work involves normal, everyday risks or discomforts typical of offices, meeting rooms and large buildings. The work area while in the office is adequately lighted, cooled, and ventilated. In addition, when necessary, the work environment contains elements of exposure to potentially dangerous situations. The incumbent may work at great heights on large pieces of equipment and may be exposed to extreme weather conditions. The incumbent wears a hardhat, safety glasses, safety-toe shoes, hearing protection, selected uniforms for the environment and takes various other safety precautions. Travel may be after normal working hours, on weekends and Holidays. Required Training The incumbent must successfully complete helicopter underwater egress and swing rope training,as well as aviation safety training. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the closing date of the vacancy announcement.
