Position involves wildlife management and use of techniques to control damage caused by wildlife to help protect agriculture, natural resources, property, and threats to human health and safety. The work is concerned with wildlife damage management operations relating to the assessment, reduction, and/or elimination of problems associated with wild and/or feral animal species.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Responsible for implementing and maintaining a comprehensive Quality Assurance Program related to processes and procedures that ensure conformance with NWRC Standard Operating Procedures (SOPs). Provides technical advice and consultative support, functional direction, instructions, training, protocols, requirements, guidelines, standards and documents to the Directors and staff of the NWRC. Actively reviews and suggests improvements to increase efficiency and effectiveness of the QA Program for overall improvement of NWRC studies. Maintain currency in knowledge of Good Laboratory Practice Standards, in-house procedures, and all applicable rules and regulations via formal training, utilization of available information resources. Work with all involved parties to ensure that the equipment, lab safety and operational needs are met, and calibration is current. Periodically reviews aspects of study materials and conduct to include facilities, equipment, personnel, methods, practices, records, and controls. Periodically monitors studies to ensure that any deviations from approved protocols and SOPs are made with proper authorization and documentation. Assists with documentation of non-conformities, corrective actions, and preventive actions. Manages the protocol review process and ensures signatures and other regulatory approvals as applicable are received on the final approved protocol prior to research being started.

Qualifications

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in a research-related quality assurance role where you reviewed research or product development studies for compliance with regulations, directives, policies, or applicable regulatory standards (i.e. Environmental Protection Agency - Pesticides/GLP, Food & Drug Administration - GLP/GCP, Animal Welfare Act, National Environmental Policy Act). Experience applying knowledge of the principles, concepts and methods related to scientific research to a QA monitoring activity, including instances where assurance was for research where the end points vary, i.e. reporting findings, publishing, or submission for regulatory review. Experience training and educating colleagues, study directors, or subject matter experts regarding the impact of various laws, regulations, and other regulatory requirements/guidelines on research activities, reporting, and overall study conduct. OR Master's or equivalent graduate degree. Education at the graduate level in an accredited college or university meets the requirements for the GS-9 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work, and is in a related major study such as, quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR 2 full years of progressively higher-level graduate education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR LL.B. or J.D., if related FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience working in a research related quality assurance role assuring compliance with regulations, directives, policies, or applicable regulatory standards (e.g. Environmental Protection Agency - Pesticides/GLP, Food & Drug Administration - GLP/GCP, Animal Welfare Act, National Environmental Policy Act). Experience applying knowledge of the principles, concepts and methods related to scientific research to a QA program or activity, including instances where assurance was for research where the end points vary, i.e. reporting findings, publishing, or submission for regulatory review. Experience applying and interpreting various laws, regulations, and other regulatory requirements/guidelines as applicable to research activities, for educating and influencing subject matter experts and/or study directors to refine study methods or procedures. OR Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work, and is in a related major study such as, quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR 3 full years of progressively higher-level graduate education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR LL.M., if related OR Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 or GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
